The coordinated witch-hunts do not solve the problems, the coordinated communications do. The pervasive, constantly present, the distinguishing, the defining, the hallmark feature of the recent operations is this “ham-handedness”. – M.N. – 6:08 AM 10/6/2018

“The ham-handed attempted break-in — involving hacking equipment in the trunk of a car and a trail of physical and virtual clues — was the most stunning operation revealed Thursday. It was so obvious, in fact, that it almost looked like the Russians didn’t care about getting caught…

What Dutch authorities found seemed to be the work of an amateur. A taxi receipt in the pocket of one of the agents showed he had hired a cab to take him from a street next to GRU headquarters to Moscow’s Sheremetyevo Airport. A laptop found with the team appeared to tie them to other alleged GRU hacks.”

M.N.: This “ham-handedness”, the deliberate, demonstrative sloppiness, as if it were the invitation to be discovered, is the pervasive, constantly present, the distinguishing, the defining, the hallmark feature of ALL recent operations, including, very much so, the Operation Trump. This feature has to be addressed and investigated thoroughly, it might contain one of the main clues. It might indicate the possible set-up or the number of other explanations, which have to be explored.

The “Russianness”, the Russian ethnic origins and the history of the service in the military or the GRU of the implied, suspected operators does not mean at all that they work for the GRU presently, or that their acts were authorised, approved, or specifically planned by the GRU. Importantly, they might have been selected by the third party (which I call the New Abwehr, under its leader, the Demiurge), and specifically for these traits: “Russianness” and the history of the GRU service. These suspects might be the completely unwitting semi-professional actors acting as the cover for the true designers. GRU is the very sophisticated and experienced, highly professional intelligence service, just like her counterparts, and they have their own professional ways of doing things without being ostentatious, also just like the others.

However, everything is possible, and the version of the “face value”, “what you see is what you get” is legitimate and has to be investigated first of all, despite the lack of the credibility factor.

My respectful recommendation to Gen. Gerasimov and Gen. Korobov is to try to reach out to their colleagues and to discuss these issues frankly and openly, in their broad range and in all the possible depth. The similar respectful recommendation to their colleagues, Gen. Dunford and Gen. Ashley, is to have these discussions and to try to make them productive. GRU is often compared with CIA, although nominally its counterpart is DIA. These interventions have to be approved on the highest levels, of course.

By the way, I think that the non-travel sanctions specifically against Korobov and the others in this circle, who are not involved in commercial activities, are counterproductive and should be waved or cancelled. People need to travel, to meet, and to talk; and the present crisis is the result of the insufficient communications, not their abundance.

Technically, it is also easier to keep track of them when they travel freely rather than clandestinely, which they do anyway.

The coordinated witch-hunts do not solve the problems, the coordinated communications do.

“Deputy Foreign Minister Sergei Ryabkov of Russia said in a statement that the U.S. is taking a “dangerous path” by “deliberately inciting tensions in relations between the nuclear powers,” adding that Washington’s European allies should also think about it.”

Mr. Ryabkov, stop your nuclear dingle-dangle. You sound more like a fire-setter than a firefighter or diplomat. Do not threaten the others yourself, you sound excessively defensive. Try to comprehend, to truly understand the situation, and to find the ways of resolving it on the basis of this understanding.

The delusional-grandiose attempts on Mr. Skripal’s part to influence the personnel policies of the GRU; as his revenge (if they exist), should also be considered as a factor, although, obviously, it will be left without any consequences.

Mr. Skripal himself appears to be the highly intriguing, mysterious, complex person who might also contain many hidden clues.

West Accuses Russian Spy Agency of Scores of Attacks

mikenova shared this story .

LONDON — The West unleashed an onslaught of new evidence and indictments Thursday accusing Russian military spies of hacking so widespread that it seemed to target anyone, anywhere who investigates Moscow’s involvement in an array of criminal activities — including doping, poisoning and the downing of a plane.

Russia defiantly denied the charges, neither humbled nor embarrassed by the exceptional revelations on one of the most high-tension days in East-West relations in years. Moscow lashed back with allegations that the Pentagon runs a clandestine U.S. biological weapons program involving toxic mosquitoes, ticks and more.

The nucleus of Thursday’s drama was Russia’s military intelligence agency known as the GRU, increasingly the embodiment of Russian meddling abroad.

In the last 24 hours: U.S. authorities charged seven officers from the GRU with hacking international agencies; British and Australian authorities accused the GRU of a devastating 2017 cyberattack on Ukraine, the email leaks that rocked the U.S. 2016 election and other damaging hacks; And Dutch officials alleged that GRU agents tried and failed to hack into the world’s chemical weapons watchdog, the Organization for the Prohibition of Chemical Weapons.

The ham-handed attempted break-in — involving hacking equipment in the trunk of a car and a trail of physical and virtual clues — was the most stunning operation revealed Thursday. It was so obvious, in fact, that it almost looked like the Russians didn’t care about getting caught.

“Basically, the Russians got caught with their equipment, people who were doing it, and they have got to pay the piper. They are going to have to be held to account,” U.S. Defense Secretary James Mattis said in Brussels, where he was meeting with NATO allies.

Mattis said the West has “a wide variety of responses” available.

Britain’s ambassador to the Netherlands, Peter Wilson, said the GRU would no longer be allowed to act with impunity.

Calling Russia a “pariah state,” British Defense Secretary Gavin Williamson said: “Where Russia acts in an indiscriminate and reckless way, where they have done in terms of these cyberattacks, we will be exposing them.”

Deputy Foreign Minister Sergei Ryabkov of Russia said in a statement that the U.S. is taking a “dangerous path” by “deliberately inciting tensions in relations between the nuclear powers,” adding that Washington’s European allies should also think about it.

While the accusations expose how much damage Russia can do in foreign lands, through remote hacking and on-site infiltration — they also expose how little Western countries can do to stop it.

Russia is already under EU and U.S. sanctions, and dozens of GRU agents and alleged Russian trolls have already been indicted by the U.S but will likely never be handed over to face American justice.

Still, to the Western public, Thursday may have been a pivotal day, with accusations so extensive, and the chorus of condemnation so loud, that it left little doubt of massive Russian wrongdoing. A wealth of surveillance footage released by Western intelligence agencies was quickly and overwhelmingly confirmed by independent reporting.

The litany of accusations of GRU malfeasance began overnight, when British and Australian authorities accused the Russian agency of being behind the catastrophic 2017 cyberattack in Ukraine. The malicious software outbreak knocked out ATMs, gas stations, pharmacies and hospitals and, according to a secret White House assessment recently cited by Wired, caused $10 billion in damage worldwide.

The British and Australians also linked the GRU to other hacks, including the Democratic Party email leaks and online cyber propaganda that sowed havoc before Americans voted in the 2016 presidential election.

Later Thursday, Dutch defense officials released photos and a timeline of GRU agents’ botched attempt to break into the chemical weapons watchdog using Wi-Fi hacking equipment hidden in a car parked outside a nearby Marriott Hotel. The OPCW was investigating a nerve agent attack on a former GRU spy, Sergei Skripal, and his daughter in Salisbury, England, that Britain has blamed on the Russian government. Moscow vehemently denies involvement.

Photographs released by the Dutch Ministry of Defense showed a trunk loaded with a computer, battery, a bulky white transformer and a hidden antenna; officials said the equipment was operational when Dutch counterintelligence interrupted the operation.

What Dutch authorities found seemed to be the work of an amateur. A taxi receipt in the pocket of one of the agents showed he had hired a cab to take him from a street next to GRU headquarters to Moscow’s Sheremetyevo Airport. A laptop found with the team appeared to tie them to other alleged GRU hacks.

The men were expelled instead of arrested, because they were traveling on diplomatic passports.

The Dutch also accused the GRU of trying to hack investigators examining the 2014 downing of a Malaysian Airlines jetliner over eastern Ukraine that killed all 298 people on board. A Dutch-led team says it has strong evidence the missile that brought the plane down came from a Russia-based military unit. Russia has denied the charge.

Later Thursday, the U.S. Justice Department charged seven GRU officers — including the four caught in The Hague — in an international hacking rampage that targeted more than 250 athletes, a Pennsylvania-based nuclear energy company, a Swiss chemical laboratory and the OPCW.

The indictment said the GRU targets had publicly supported a ban on Russian athletes in international sports competitions and because they had condemned what they called a state-sponsored doping program by Russia.

U.S. prosecutors said the Russians also targeted a Pennsylvania-based nuclear energy company and the OPCW.

The seven were identified as: Aleksei Morenets, 41; Evgenii Serebriakov, 37; Ivan Yermakov, 32; Artem Malyshev, 30; and Dmitriy Badin, 27; who were each assigned to Military Unit 26165, and Oleg Sotnikov, 46, and Alexey Minin, 46, who were also GRU officers.

The U.S. indictment says the hacking was often conducted remotely. If that wasn’t successful, the hackers would conduct “on-site” or “close access” hacking operations, with trained GRU members traveling with sophisticated equipment to target their victims through Wi-Fi networks.

The World Anti-Doping Agency, the U.S. Anti-Doping Agency and the Canadian anti-doping agency were all identified by the U.S. indictment against the Russians.

WADA said the alleged hackers “sought to violate athletes’ rights by exposing personal and private data — often then modifying them — and ultimately undermine the work of WADA and its partners in the protection of clean sport.”

Travis Tygart, the CEO of the U.S. anti-doping agency and a prominent critic of Russian athletes’ drug use, says “a system that was abusing its own athletes with an institutionalized doping program has now been indicted for perpetrating cyberattacks on innocent athletes from around the world.”

Russia denied everything.

Konstantin Kosachev, the head of the foreign affairs committee in the upper house of Russian parliament, said the accusations were fake and intended to “delegitimize” a resurgent Russia. The West has picked up the GRU as “a modern analogue of the KGB which served as a bugaboo for people in the West during the Cold War,” he said.

Russia countered with accusations of their own: The Defense Ministry unveiled complex allegations that the U.S. has a clandestine biological weapons lab in the country of Georgia as part of a network of labs on the edges of Russia and China that flout international rules.

Pentagon spokesman Eric Pahon called the accusations “an invention” and “obvious attempts to divert attention from Russia’s bad behavior on many fronts.”

The Associated Press, meanwhile, independently corroborated information that matches details for two of the alleged Russian agents named by the Dutch authorities.

An online car registration database in Russia showed that Aleksei Morenets, whose full name and date of birth are the same as one of the expelled Russians, sold his car in 2004, listing the Moscow address where the Defense Ministry’s Military University is based.

Alexey Minin, another Russian whose full name and date of birth match the Dutch details, had several cars, including an Alfa Romeo, that were registered and sold at the address where the Defense Ministry’s GRU school is located. In some of the filings, Minin listed the official military unit number of the GRU school as his home address.

German Chancellor Merkel has a new rival with powerful supporters: her own spy chief

BERLIN – For a few months this summer, it looked as if German Chancellor Angela Merkel had successfully fought off an attack by her own Interior Minister Horst Seehofer’s over her decision three years ago to welcome refugees. But now it seems as though the revolt inside her government isn’t over and has erupted again over her domestic spy chief.

The turmoil is the result of an interview Hans-Georg Maassen, the head of the domestic security agency, gave to Germany’s most widely read tabloid Bild two weeks ago, following demonstrations and mob attacks on immigrants by far-right and extremist groups in the east German town of Chemnitz. In the interview, Merkel’s spy chief questioned the authenticity of an online video showing the incident and contradicted Merkel who had previously condemned the attacks.

In one of his many statements that fueled the controversy, Maassen had told the German daily Bild “there is no evidence, that the videos spread online about this alleged occurrence are authentic,” he said, without giving any basis as to why he was questioning them.

Prosecutors leading the investigation into the far-right demonstration in Chemnitz said there’s no evidence the video is fake.

Maassen’s statements caused an uproar among German politicians and journalists, some of whom accuse him of playing into a far-right narrative of “fake news” that helped fuel the demonstrations in Chemnitz in the first place. After a German man was killed following a brawl with migrants, far-right groups began demonstrating in Chemnitz on Aug. 26. At one point, some 6,000 people took to the streets, with some openly saluting Hitler as well as assaulting immigrants.

After indirectly – and apparently falsely – contradicting the chancellor, many expected Maassen to be fired within days. Maassen is in charge of a domestic spy agency that has faced the fallout of a number of far-right scandals in recent years, including its failure to stop the far-right NSU terror group from killing 10 people between 2000 and 2007. After the group’s alleged crimes were revealed, a review of thousands of cases brought to light that 849 more people than originally thought could have been killed by right-wing extremists since 1990.

But instead of resigning or being forced out of his job over the latest incident, Maassen has been backed by his boss, Interior Minister Seehofer, the same person who nearly brought down Merkel’s government over her immigration policies.

Given Seehofer’s support for Maassen, any decision to remove Maassen from his office would likely also result in his patron’s ouster or resignation. But Seehofer remains a key figure in Bavaria’s Christian Social Union (CSU) that forms a coalition with Merkel’s Christian Democratic Union on the national level. If he was fired or forced to resign, the CSU may ultimately leave the coalition government and break it apart.

At the same time, Merkel is facing pressure from her other coalition partner, the Social Democrats, who have repeatedly called for Maassen to step down. This week, SPD leader Andrea Nahles stated “Mr. Maassen must go, and I tell you, he will go,” citing not only his statements about the Chemnitz video, but calling into question his ability to fight right-wing extremism.

Maassen’s critics argue that he has already become a hero of the far right in Germany. At recent protests, the spy chief who is supposed to be Germany’s top anti-extremism official was applauded for what the far right views as support for their agenda. But for other, more moderate right-wing voters, their support for Maassen appears to be driven more by a dislike for Merkel than by enthusiasm for the controversial spy chief.

Some German media commentators are calling the decision over Maassen’s future a stand-in for much larger questions about where the country stands, and where it’s heading.

The German daily Sueddeutsche Zeitung wrote on Tuesday that the Maassen affair is “a symbol for all who reject Angela Merkel’s stance toward refugee politics. And a symbol for the question, how big the power and influence of the right-wing populists already is in this country.” The German daily Spiegel wrote that Maassen has become a sort of martyr figure for opponents of Merkel and supporters of the far right, some of whom have spread the false narrative that Maassen is slated to be fired because he contradicted Merkel politically. On Tuesday afternoon, party leaders including Merkel and Seehofer are scheduled to meet to reach a final decision about whether Maassen will be fired.

In an article defending Maassen, titled “Will the man who protects us from terror fall?,” the tabloid Bild describes a “domino effect” that would likely ensue, with Seehofer being forced to resign and Merkel’s coalition government thrown into a crisis it may not survive.

Decision to remove Hans-Georg Maaßen by promoting him sparked widespread anger.

By Andrew Gray

Updated

Chancellor Angela Merkel and her coalition partners said Friday they will review their heavily-criticized decision to fire the head of Germany’s domestic intelligence agency by promoting him to a better-paid post.

The review was prompted by Social Democrat (SPD) leader Andrea Nahles, who had pushed for spy chief Hans-Georg Maaßen to be removed but came under fire within her own party for accepting his transfer to a senior Interior Ministry post.

Maaßen’s fate became the subject of a power struggle with Merkel and Nahles on one side — both wanting Maaßen out — and Interior Minister Horst Seehofer on the other. Seehofer, leader of Bavaria’s Christian Social Union, stood by the intelligence boss as criticism grew over his reaction to anti-immigrant protests in the city of Chemnitz.

Maaßen had contradicted the chancellor’s assertion that there had been a “manhunt” against foreigners in Chemnitz following the death of a German man, allegedly at the hands of at least two refugees. Maaßen also expressed doubts about the authenticity of a video showing local men chasing refugees — yet proved unable to substantiate his claims.

On Tuesday, the three party leaders agreed on a compromise — Maaßen would leave his post as head of the Federal Office for the Protection of the Constitution but Seehofer would appoint him as a state secretary in the interior ministry. The decision met with widespread anger and incomprehension, particularly within the SPD, as it meant one of their state secretaries would have to leave the ministry to make way for Maaßen.

“We didn’t create trust, we lost trust. All three of us made a mistake,” Nahles acknowledged Friday, adding the three leaders would now “rethink” the decision.

German government spokesman Steffen Seibert said Merkel supported Nahles’ initiative. “The chancellor finds it correct and appropriate to re-evaluate the current questions and to find a mutually acceptable solution,” he said.

Seehofer also said he was willing to reopen the discussion as long as there is hope of reaching a “common solution.” All three party leaders are keen to avoid an escalation that could bring the government down.

21 September 2018

One day after Hans-Georg Maaßen, the former president of Germany’s domestic intelligence service (Federal Office for the Protection of the Constitution, BfV) was relieved from his post and promoted to State Secretary in the Interior Ministry, Interior Minister Horst Seehofer (Christian Social Union, CSU) announced Maaßen’s new responsibilities.

Maaßen sparked popular outrage and mass demonstrations when he publicly defended last month’s neo-Nazi riot in Chemnitz, denying that the fascists had attacked foreigners. Maaßen’s fascistic statements drew demands that he be fired from his post. But instead, he has been promoted.

At a press conference, Seehofer first praised the ex-intelligence chief for the “close and trusting cooperation” of the past few months and said Maaßen had demonstrated “high merit” as head of an important agency. He then announced that Maaßen, in his new position as State Secretary at the Interior Ministry, would take over responsibility for three key areas of internal security—the federal police, cyber security and public security.

Maaßen will therefore control key areas of the security apparatus and have even more political influence than at his previous job. He will not, however, take over supervision of the BfV. This had been agreed in the coalition committee, Seehofer said. This responsibility will be taken over by another state secretary—Hans-Georg Engelke. Such a division of labor by no means lessens Maaßen’s future influence in the intelligence services. Both Maaßen and Engelke are longstanding members of the Christian Democratic Union and have worked closely together in the past.

In order to make way for Maaßen in the Interior Ministry, another State Secretary has been forced into temporary retirement. The man replaced by Maaßen, Gunther Adler, is a member of the Social Democratic Party (SPD), previously responsible for construction and housing. Adler stems from former East Germany, had worked closely with the former SPD federal president Johannes Rau and had made a name for himself as a social reformist. The SPD has protested against Adler’s retirement, but Seehofer stated that he alone decides the appointment of state secretaries in his ministry.

A number of media commentaries have criticised the promotion of Maaßen and the reorganisation of the Interior Ministry. The Süddeutsche Zeitung described the events as a “stimulus program for political disenchantment.” The taz referred to “Berlin’s Days of Chaos” and Die Zeit warned of the consequences of an “unsatisfactory compromise”, complaining that the federal government threatened to lose any sense of feeling for the popular mood.

No one, however, has explained what is actually going on. Hans-Georg Maaßen is a right-winger and supporter of the Alternative for Germany (AfD). Just a few days ago, he told the Interior Committee of the Bundestag he had been a member of the CDU for over 30 years, only confirming the close relationship between the AfD and the CDU. Now the AfD will be able to expand its influence with support from the executive levels of the other Bundestag parties, leading media outlets and the state apparatus. Before taking over as head of the AfD, Alexander Gauland was a member of the CDU for 40 years.

Maaßen used his executive post at the BfV to strengthen the AfD and the extreme right-wing circles. He met leading AfD politicians on a number of occasions to give them advice. He swept aside suggestions from some state BfV agencies to name the AfD in the annual secret service report as right-wing extremist and commence surveillance of the party. In fact, it is apparent that he discussed the contents of the BfV report with AfD officials prior to publication.

The AfD’s man, Maaßen, now has a central post in the Interior Ministry. This strengthens the influence of the AfD in the government and the state apparatus and at the same time underlines the right-wing character of the grand coalition government.

Maaßen now assumes responsibility for the federal police, cyber security and public security. In the past, he has repeatedly emphasised that the entire security apparatus must be strengthened and centralised.

Maaßen is now the strongman in the Interior Ministry, committed to centralising the different areas of the security apparatus and building up police-state structures.

A glance at the debates and decisions of the Conference of Interior Ministers last year makes clear what this means. The conference agreed to set up a Joint Counter-Terrorism Center (GTAZ) in Berlin, where representatives of over 40 German security agencies work under one roof.

But leading figures in the grand coalition have demanded even more police-state measures. In particular, they said, more had to be done in the sphere of digital intelligence and a “model police law” should be adopted. The aim is to connect all the databases used by authorities to spy on all persons and groups considered to be suspicious in any way. With the security laws passed last year, it is possible to create entire secret databases that are beyond any democratic oversight.

Another planned measure is so-called online search. It allows the authorities to read hard disks by hacking the computers of “suspects” without the need for physical access. Unlike a house search, involving the confiscation of the disks of suspects, now the person concerned will not know of the online search and therefore be unable to legally defend himself against it.

In future, Maaßen will be responsible for this area, so-called cybersecurity. All the information and data collected will land on his desk. He can have them evaluated and passed on to his friends at the AfD, who are already compiling lists of all those opposed to war, critics of capitalism and socialists.

These measures evoke the ghosts of Germany’s past. When the Nazis came to power in January 1933 and a short time later carried out mass arrests, they were able to rely on lists drawn up long before, during the crisis years of the Weimar Republic. No one should believe such a comparison is exaggerated. Today, the greatest danger is to think that the return of a far-right Nazi-type dictatorship is not possible.

Last year Maaßen was involved in developing a so-called CDU security paper. Under the title “A strong rule of law for the security of our citizens”, it proposes a catalog of measures that would make any dictator proud. The paper begins with the sentence: “Optimum cooperation between the federal government and the federal states, especially the police, intelligence services and the judiciary, is the key success factor for security in our country.”

The separation of the intelligence services and the police, and their decentralization, was one of the principles of the post-war order in Germany and is specifically ignored in this document. This separation of powers was the main conclusion drawn from the fall of the Nazi regime and the criminal role played by the Gestapo.

The German bourgeoisie did not voluntarily come to this conclusion at that time; instead it was insisted by the Allied powers in 1949 in the so-called “police letter.” Since Germany regained its full sovereignty with reunification, the validity of such a separation of powers has been increasingly called into question and rejected.

A few weeks after the devastating terror attack on the Berlin Breitscheidplatz—which, as we know today, was carried out under the noses of the BfV—the then Interior Minister, Lothar de Maizière, called upon the government at the beginning of January last year to set up “a controlling authority over all of the security agencies.” The powers of the federal Criminal Police Office and federal police are to be expanded, the state BfV agencies dissolved and integrated into a centralized domestic intelligence service.

In future the federal police, a paramilitary force which emerged from the federal Border Police and was originally responsible only for border security, is to be empowered to carry out nationwide operations. The German army is also to have more power to intervene domestically. “The debates may have been understandable earlier. Now, no more,” threatened Interior Minister de Maizière.

Maaßen has now taken over responsibility at the Interior Ministry for advancing and enforcing this right-wing agenda of police-state rearmament. The fact that he is not formally responsible for overseeing the BfV does not alter the fact that he maintains the closest connections to the secret service.

While thousands protest on the streets against Maaßen, Seehofer, the AfD and their right-wing racist policies, the ruling parties have agreed to implement this right-wing agenda and establish a police state to suppress growing resistance. The right-wing conspiratorial nature of the grand coalition in Berlin could not be clearer.

Strategic intelligence

From Wikipedia, the free encyclopedia

Jump to navigation Jump to search

Strategic intelligence (STRATINT) pertains both to the collection, processing, analysis, and dissemination of intelligence that is required for forming policy and military plans at the national and international level and to qualities that equip leaders to be effective strategists. Much of the information needed for strategic reflections comes from Open Source Intelligence.[1] Other sources include traditional HUMINT (especially in recent years), Signals intelligence including ELINT, MASINT which overlaps with SIGINT/ELINT to some degree, and ‘National technical means of verification‘ (e.g. spysats).

Strategic intelligence pertains to the following system of abilities that, according to Michael Maccoby, characterize some of the most successful leaders in business and government:[2]

  • foresight, the ability to understand trends that present threats or opportunities for an organization;
  • visioning, the ability to conceptualize an ideal future state based on foresight and create a process to engage others to implement it;
  • system thinking, the ability to perceive, synthesize, and integrate elements that function as a whole to achieve a common purpose.
  • motivating, the ability to motivate different people to work together to implement a vision. Understanding what motivates people is based upon another ability, personality intelligence .
  • partnering, the ability to develop strategic alliances with individuals, groups and organizations. This quality also depends on personality intelligence.[3]

In “Transforming Health Care Leadership, A Systems Guide to Improve Patient Care, Decrease Costs, and Improve Population Health,” Jossey Bass, 2013, Maccoby and his co-authors Clifford L. Norman, C. Jane Norman, and Richard Margolies apply strategic intelligence to health care leadership and add to strategic intelligence leadership philosophy and W. Edwards Deming’s four elements of “profound Knowledge”: understanding variation, systems thinking, understanding personality, and understanding knowledge creation. The concept is further developed and applied in Michael Maccoby, “Strategic Intelligence, Conceptual Tools for Leading Change,” Oxford University Press, 2015.

Recent thought leadership on strategic intelligence focuses on the consequences of the modern information age, which has led to the availability of substantial volumes of information than previously encountered. Alfred Rolington, the former CEO of Jane’s Information Group and Oxford Analytica, recommends that intelligence organizations approach the challenges of the modern information age by breaking from their traditional models to become more deeply and continuously inter-linked.[4]Specifically, Mr. Rolington advocates more fluid, networked operating methods that incorporates greater open-sourced information and data in analysis.[5]

Strategic Intelligence for the 21st Century by Alfred Rolington.

Strategic intelligence is basically information which may help a decision maker prepare policy now and in the future. Its value is that it helps in the development of policy that has positive effects. Strategic intelligence may be obtained in various ways, but in this book the author is advocating the mosaic method.

The mosaic method looks at a current problem and analyzes it from historical, political, economic, and other perspectives which results in a more comprehensive analysis. Using this method has the advantage of providing different insights about a problem or challenge facing a policymaker. What the mosaic method boils down to is a form of analysis which involves using different ways of looking at a particular situation with the intention of coming up with a more complete picture of its reality. It necessitates interpretations from different types of experts to bring about a more realistic picture of a situation. It is suggested that the use of the mosaic model to obtain intelligence will be quite valuable to the police, military, intelligence organizations, and even to some sectors of private industry.

The use of the mosaic method is recommended because it provides better information or intelligence needed to meet the new challenges of the 21st century. These new challenges could be terrorism, cyber-threats, and nuclear proliferation. All of them and some others require a new response from intelligence agencies that previously relied on different methods to obtain information.

This book has three main parts. Part one deals with the changing definitions of information and intelligence. Part two concerns post-modern intelligence activity and has an interesting chapter about new information sources. Part three concerns “Intelligence Review” and demonstrates how business enterprises and policing are related to intelligence activities.

Although all three parts of the book provide interesting commentaries about aspects of intelligence, Chapter Three is most appropriate for those interested in military intelligence (MI). MI is defined as providing information and analysis to help commanders make more effective decisions in times of conflict. Historically, warfare was seen as the birthplace of intelligence. The first recorded and published intelligence methods and processes that are still available to us are Chinese. (53) The author writes that throughout centuries three different levels of MI have developed. One type is strategic intelligence which is important for what might happen in the future and it is concerned with the long view of a situation. A second type is operational intelligence which is concerned with a shorter period of time. The third type is tactical which refers to information most currently needed for a situation such as when a battle is taking place.

The author also makes reference to a number of classic books which have influenced military commanders and policymakers. An example is “The Art of War” attributed to Sun Tzu who is thought to have been a great successful senior commander. The author’s comments about the book note: “This is the most successful book ever published about military strategy and tactics and is still read and referred to in many military academies, intellectual circles, and business schools today.” (55)

Besides indicating the value of using the mosaic method as a tool in obtaining intelligence, the author makes several other good points. For example, he notes that “today’s intelligence analysis can also become overwhelmed by the sheer quantities of available information…. There is an overload of information and data to make collection sometimes seem more important than analysis.” (5) This seems to be recognition that there is a difference between quality intelligence and quantity intelligence which is important to note because too much intelligence or information has the disadvantage of slowing down the securing of the really important information needed by policymakers.

Another commendable suggestion by the author is that there should be more cooperation among different entities, each of which has need for the best type of intelligence. Considering the fact that many of the challenges facing governments today are on a global scale, the author’s advocacy of continued interlinked relationships among entities makes practical sense.

There are many good works concerning intelligence activity and this book is one of them. However, it has the extra advantage of making suggestions about intelligence activity in the twenty-first century. In addition, its scope of commentary includes business entities as intelligence concerns which is not found in many other books. Yet, perhaps one of the biggest advantages of this book is a variety of suggestions about how to improve intelligence capabilities and what changes should be made to bring this about.

An American soldier, who the Justice Department says “effectively ended” the careers of two others after detonating a homemade chemical bomb near Fort Polk in Louisiana, will spend the next 11 years in prison.

The 135-month sentence, which is followed by five years of supervised release, was handed to Ryan Keith Taylor on Monday after he pleaded guilty to manufacturing, possessing and detonating a chemical weapon in the Kisatchie National Forest in April 2017.

“Those serving our country put their lives on the line daily to protect us. They should not be put in danger needlessly,” David C. Joseph, the U.S. Attorney for the Western District of Louisiana, said in a statement. “The chemical weapon the defendant created in this case is banned under international and national laws because of its terrible effects on the human body.”

Taylor, 24, was first reported to military police after three soldiers conducting a training exercise in the area caught him filming the blast with his cell phone. The device he made, the Justice Department says, contained chlorine gas.

One investigator who responded to the scene ran into trouble after putting a “rock coated in an unknown substance” inside a plastic bag as part of evidence collection.

“The bag immediately popped and the investigator’s plastic gloves and boots began to melt,” the Justice Department said in a statement. “He also began to experience difficulty breathing and his skin started burning.”

Investigators say they also “found bomb-making notes, materials and chemical residue in Taylor’s vehicle, apartment and storage building” during searches.

Another investigator was reported to have inhaled and touched some of the residue, sending him to the hospital.

“The two victims who inhaled the chlorine gas were treated multiple times for their injuries and effectively ended their military careers,” the Justice Department concluded.

President Donald Trump’s decision to allow the Justice Department’s inspector general to review documents related to the ongoing Russia probe is a smart step toward transparency in this lengthy, opaque investigation.

Mr. Trump announced last week that he planned to unilaterally declassify the documents, including the secret court order to spy on former Trump campaign adviser Carter Page.

That American citizens still know so little about the alleged interference is appalling. The investigation into Russian meddling in the 2016 presidential election has been going for nearly a year and a half and our country is no closer to the answers it so badly deserves.

Did the Russian interference have a meaningful impact on the outcome of the election? Did high-level members of either presidential campaign work in coordination with Russian officials? Why did the FBI, under President Barack Obama, monitor members of the Trump campaign without informing candidate Trump his staffers were under investigation?

With the midterm elections looming and the U.S. taxpayers still footing the bill for this lengthy investigation, at least some answers would be expected by now. But average Americans are still in the dark.

Declassifying some of the documents related to the monitoring of Mr. Page might answer some of the most critical, lingering questions. Considering the concerns surrounding the FBI — it would seem the bureau has become dangerously politicized — the court order authorizing the surveillance of Mr. Page could offer citizens the chance to review the evidence and come to their own conclusions.

Mr. Trump was smart to back off his initial, unilateral declaration and entrust the Justice Department’s inspector general with the review. An executive fiat declassifying those documents could only have been interpreted as a raw political move, and the president would be wise to avoid those kind of decisions wherever he can. But the American people deserve the unvarnished truth.

WASHINGTON — The death of an American diplomat in Madagascar is being investigated by U.S. and local authorities and one person has been taken into custody, the U.S. State Department said Monday. State Department spokeswoman Heather Nauert said the foreign service officer was found dead inside their residence in Antananarivo, the capital of the Indian Ocean nation off the East Coast of Africa.

“Diplomatic Security is collaborating with local Malagasy authorities on a joint investigation and a suspect is currently in custody,” Nauert told the Reuters news agency on Monday.

She said the department expressed its “deepest sympathies” to the family of the diplomat but release no details Monday on the officer’s identity or circumstances of the death.

The State Department said the person was found in the overnight hours Friday and that diplomatic security and Malagasy authorities were collaborating on an investigation.

The heads of Germany’s secret services – the foreign affairs body, the German Intelligence Agency (BND), its domestic equivalent the Office for the Protection of the Constitution (BfV), and the Military Counterintelligence Service (MAD) – all convened for a public hearing before the German parliament’s oversight committee for the first time on Thursday.

In his opening statement, BvF head Hans-Georg Maassen said that “the biggest threat” when it comes to German security is Islamic terrorism. At the same time, there is a growing danger of violent right-wing and left-wing extremists, and as well as cyber espionage.

“There is a boom in all our fields of interest,” he said

Read moreWhat powers do German security forces have?

At the same time, he said that the relationship between privacy and safety shoud not be viewed in a “static and especially not dogmatic” light. According to Maassen, secret services need “a full toolbox, which allows them to solve present-day problems,” instead of being dependent on the tools provided by their foreign allies.

Maassen’s comments were echoed by BND chief Bruno Kahl, who said that secret services must adapt to the ever-changing issue of digitalisation.

“We, as intelligence services, need to make sure that we keep up with these developments,” he said.

While the agencies regularly report to the nine-member body, such proceedings are usually secret. Last October, however, the government launched a bid to reform the secret services, which introduced the concept of annual public hearings.

The lawmakers are expected to quiz the intelligence heads about terrorism, cyber security, and the reform efforts for at least three hours. According to observers, some of the inquiries should also touch on the sore spots in the intelligence community, including the botched effort to stop the murderous neo-Nazi cell NSU and the spying scandal involving the US National Security Agency (NSA).

Not a trial

However, the head of the oversight committee, Clemens Binninger of Chancellor Angela Merkel’s Christian Democrats, warns that the hearing is neither a trial nor a cross-examination.

“This is not, and can never be, a light version of a parliamentary investigation,” he said, adding that it should be viewed as an attempt to take the secret services “out of the grey zone.”

The committee’s vice president, Andre Hahn from the Left party, also warns against exaggerated expectations.

In the public context, the committee members will “only ask those questions […] that they already know the answers to,” he said.

Germany’s secret services explained

German intelligence services are much less present in the public eye than their counterparts in the US and Russia.

The BND performs roughly the same role as the American CIA, gathering intelligence outside Germany’s borders. With some 6,500 employees, it is the largest of the three German agencies.  Following the end of the Cold War, the agency is increasingly focusing on halting the drug trade, money laundering, the illegal weapons trade and terrorism. BND chief Bruno Kahl once served as an aide to the current Finance Minister Wolfgang Schäuble.

The BfV however, deals with threats inside Germany, including spies, jihadists and political extremists. It employs around 2,750 people, headed by Interior Ministry veteran Hans-Georg Maassen.

With only some 1,200 employees, the MAD is the smallest of the three agencies. Its mission is to act against espionage and sabotage in the German army, as well as to control extremist attitudes and actions among the soldiers. The chief of the military intelligence service is a civilian, constitutional lawyer Christof Gramm.

German intelligence heads stress international cooperation

BERLIN (AP) – The heads of three German intelligence agencies say national and international cooperation and information-sharing is ever more critical as threats become more global.

Speaking at a public session Thursday of a parliamentary panel, the heads of Germany’s foreign, domestic and military intelligence agencies emphasized that cyber threats in particular necessitate joint solutions.

The head of Germany’s BND foreign intelligence service, Bruno Kahl, says “the threats for Germany can only be identified, analyzed and fended off by a cooperation of agencies.”

He added that it’s also incumbent on German intelligence agencies to be on the cutting edge of technology.

Kahl says “otherwise the digital revolution will only benefit those we should be protecting our country from.”

Kahl was joined by domestic intelligence head Hans-Georg Maassen and military intelligence head Christof Gramm.

Las Vegas shooting: No way to report conspiracy theories or fake news on Facebook — Quartz

Obsession

Propaganda

October 04, 2017

While Facebook is under investigation for the role it may have played in Russian meddling in the US election, fake news and conspiracy theories continue to spread rapidly on the platform, particularly after the Las Vegas massacre.

They are being shared and viewed tens of thousands of times each hour, with no warnings whatsoever that they might be fake—and often no way for readers to flag them as “fake news” to the company, despite its pledge to do more to crack down on lies and propaganda.

video posted by Infowars founder Alex Jones posted today (Oct. 4), for example, asks:

Could Stephen Paddock, the lone Vegas shooter, have been a patsy to kick off the left’s war with the right in the streets of America and to simultaneously roll in the Rapiscan naked body scanners that profit former DHS Secretary Michael Chertoff, George Soros and a handful of lobbyists connected to the management of the Mandalay Bay Hotel and Casino?

Jones claimed that the Sandy Hook massacre that killed 20 children in 2012 was a hoax, and spread the “Pizzagate” conspiracy that falsely claimed a Washington DC store was a front for a pedophile ring (he later apologized for his Pizzagate remarks).

There’s no flag on Jones’s Facebook page or any of his posts telling Facebook users that he might be a “disputed” source of information. Within two hours of being posted to Facebook, the video above was viewed 120,000 times, and shared nearly 3,000 times.

Facebook CEO Mark Zuckerberg said in December the company would make it easier for people to report hoaxes, and would send suspected stories to a third-party group of fact-checkers who would mark a story as “disputed” if they conclude the story is a hoax. In April, the company said disputed posts would be accompanied by “related articles” that would offer fact-based alternatives for users to read.

Because the Jones post is a video, and not a “news” article, there’s no way for users to flag it right now as fake news, for it to be fact-checked, or for the company to attach “related articles” that might be more truthful. Facebook is still developing its video-reporting function, a person familiar with the company’s strategy told Quartz, and will roll it out as soon as it is available.

Facebook has been touting video as a fast-growing way for its clients to reach customers and “dial up emotion and engagement,” and said “daily watch time” of Facebook live videos had quadrupled from May 2016 to May 2017. The company’s overall daily video views doubled from April to November of 2016, reaching 8 billion (the latest statistics available). In five years, Facebook will “probably be all video” an executive predicted last year.

However, if users want to flag videos like Jones’s as misleading, their only options now are to label it “annoying,” “something that shouldn’t be on Facebook,” or spam. The “shouldn’t be on Facebook” option leads to another window, that again doesn’t mention disputed information.

And the “something else” option only allows users to choose between advertising drugs, guns, or adult products, or “an unauthorized use of my intellectual property”—there’s no mention of fake news.

There are plenty of other Facebook pages pushing lies and conspiracy theories about Las Vegas, with no evidence, and no warning from Facebook. Truthfeed, for example (nearly 693,000 likes overall) claims that “Antifa” groups were celebrating the massacre, a common conspiracy theory among far-right websites.

Asked about the proliferation of conspiracy theories related to the Las Vegas shooting on its platform, a Facebook spokesman said:

While we don’t typically discuss specific links, we’re sending articles that our classifier identifies as potential hoaxes (based on user reports, disbelief comments, and other signals) to our fact checking partners. Las Vegas Strip shooter targeted aviation fuel tanks, source says – Las Vegas Review-Journal

Las Vegas Strip mass murderer Stephen Paddock used his Mandalay Bay hotel room to fire bullets at jet fuel tanks Sunday night, a knowledgeable source told the Las Vegas Review-Journal.

The bullets left two holes in one of two circular white tanks. One of the bullets penetrated the tank, but did not cause a fire or explosion near the Route 91 Harvest country music festival, another knowledgeable source said late Wednesday.

The tanks are roughly 1,100 feet from the concert site, where Paddock killed 58 people and wounded almost 500. Several airplane hangars belonging to prominent corporations are also near the tanks.

Within the past couple of days, a construction crew repaired the holes, and FBI agents inspected the tanks and took measurements of the line of fire from Mandalay Bay, the sources said.

Paddock, a 64-year-old Mesquite resident, had broken two windows in his 32nd-floor suite — one in line with the concert site and the other with a direct view of the fuel tanks, one source said.

The bases of private aircraft companies are also close to the tanks, which sit on property owned by McCarran International Airport.(Wes Rand/Las Vegas Review-Journal)

“Airport fueling has not been compromised,” McCarran spokesman Chris Jones said late Wednesday. “It’s functional.”

The tanks are operated by Swissport, the company that runs the fueling operations for the airport, according to McCarran spokeswoman Christine Crews. They primarily are used to provide fuel to the private aircraft operators.

A Swissport official could not be reached for comment.

FBI spokeswoman Sandra Breault declined to comment. “We can’t comment on an ongoing investigation,” she said.

A source knowledgeable about airport operations said jet fuel is hard to ignite and tanks like those across from Mandalay Bay have mechanisms in place to prevent fires.

Mike Boyd, a Colorado-based aviation consultant, echoed those words.

“A machine gun is not going to blow up a tank of fuel,” Boyd said. “Jet fuel itself sitting there in a big wet pile is very hard to ignite. You have to be a very amateur terrorist to think anything like that.”

Paddock’s shooting rampage was the deadliest in modern U.S. history. He killed himself as Las Vegas police closed in on his room.

His brother Eric Paddock, 55, who lives in Orlando, Florida, has expressed shock at his deadly actions.

Paddock was a retired accountant who had no criminal background and a passion for video poker. He lived in Mesquite with his girlfriend, Marilou Danley, and regularly came to the Las Vegas Strip to gamble.

Danley left Las Vegas for the Philippines a couple of weeks before the deadly mass shootings and returned to the country late Tuesday. She was interviewed by FBI agents in Los Angeles.

In a statement released by her Los Angeles lawyer, she said she had no warning about his plans and pledged to cooperate with investigators.

Top Senate intelligence duo: Russia did interfere in 2016 election

Chairman Richard Burr says he endorses findings that Russia meddled in election but says it is ‘open question’ whether Trump team colluded with Moscow

The Senate intelligence committee has said it has confidence in an US agency finding earlier this year that Russia intervened in the US presidential election in an effort to skew the vote in Donald Trump’s favour.

The committee chairman, Republican senator Richard Burr, said it remained an “open question” whether there was collusion by the Trump campaign with Moscow. But he added that Russian intelligence could threaten the next round of congressional elections next year.

The real reason Donald Trump is afraid to fire Rex Tillerson after “moron-gate”

Donald Trump is quite probably the most narcissistic, and most insecure, individual in the history of United States politics – which is saying something. So it says a whole lot more that Trump hasn’t yet fired Secretary of State Rex Tillerson, even upon learning that Tillerson called Trump a “moron.” Trump is clearly afraid to to fire Tillerson, even though just about anyone else would have been shoved out the door for such an offense by now.

Some will point to the so-called “suicide pact” between Tillerson, James Mattis, and Steven Mnuchin, who have supposedly all agreed to resign if Trump tries to fire any one of them (link). But while that may be a consideration in Trump’s thinking, his endless spate of other firings and forced resignations has demonstrated that he doesn’t believe he truly needs any of these people. So let’s talk about what’s probably driving Trump’s true fear about firing Tillerson: Russia.

Yes, there are those who believe that Trump’s detractors are trying to make everything about Russia. But that’s only because Trump himself has made everything about Russia. Rex Tillerson was an oil company CEO who had no political background or ambitions, and was ready to retire entirely, when Trump bizarrely tapped him to be Secretary of State. Tillerson’s lone claim to fame on the international stage: his longstanding close professional relationship with Russian President Vladimir Putin, who awarded him the Russian Order Of Friendship in 2014.

It’s been clear from the start that Donald Trump chose Rex Tillerson for the job in order to make Putin happy. It’s also clear that Trump is hesitating to fire Tillerson, despite how he must feel about Tillerson having called him a “moron” in front of other administration officials, because Trump is afraid Putin will be displeased by the move. Even in something this complicated, it all comes down to Trump being a Russian puppet.

The post The real reason Donald Trump is afraid to fire Rex Tillerson after “moron-gate” appeared first on Palmer Report.

New information on Las Vegas gunman Stephen Paddock – Las Vegas Review-Journal

Share Video

Las Vegas shooter was prescribed anti-anxiety medication in June. Elaine Wilson/Las Vegas Review-Journal

By Elaine Wilson Las Vegas Review-Journal

October 4, 2017 – 8:43 am

New photos leaked online give a glimpse into Stephen Paddock’s room the night he opened fire on the Route 91 Harvest festival, killing 58. Las Vegas police confirmed that photos showing guns strewn across a Mandalay Bay hotel room were real, and that they are launching an internal investigation to find out who leaked the photos.

Police also revealed that Paddock had set up two cameras in the hallway outside his hotel room and one inside his room, presumably to watch police as they approached his room.

The Las Vegas Review-Journal learned last night that Paddock was prescribed an anti-anxiety drug in June that could lead to aggressive behavior. Records from the Nevada Prescription Monitoring Program show Paddock was prescribed 50 10-milligram diazepam tablets by Henderson physician Dr. Steven Winkler. Diazepam, known by the brand name Valium, is in the class of drugs known as benzodiazepines, which studies have shown can trigger aggressive behavior.

Marilou Danley, the girlfriend of the shooter, flew from the Philippines to the United States last night and was met by authorities. Police say she may help investigators determine what motive the shooter may have had.

On Sunday night, hundreds of people gathered at the Route 91 Country Music Festival in Las Vegas to watch acts like Lauren AlainaJason AldeanBig & Rich, and Luke Combs take the stage. Just after 10 p.m. local time, shots were fired from the nearby Mandalay Bay Resort & Casino. Bullets littered the festival grounds as bodies dispersed. A total of 58 people (not including the gunman) lost their lives and an additional 500+ were injured.

The suspect in the shooting has been identified by police as Stephen Paddock, 64.

He committed suicide before police were able to get to his room. Law enforcement officials were alerted to his hotel room on the 32nd floor of the hotel due to a smoke alarm that was set off by the gun smoke. Upon entering the room, police found Paddock dead.

As the pieces of this heinous crime have been put together, some people have been digging deep into various conspiracy theories in an effort to explain the one question that no one can answer: Why?

Over the past 24+ hours, rampant speculation and hypothetical arguments have circulated online. While not everyone is buying into these conspiracy theories, they are certainly getting some attention on the internet today.

Here is what you need to know:

1. Law Enforcement Officials Have Not Figured Out a Motive

Las Vegas conspiracy theories

Perhaps the very reason that these conspiracy theories are taking social media by storm is that Paddock’s motive is unknown. This has led to people becoming their very own detectives, trying to figure out exactly what went through Paddock’s mind, how long he’d been planning this (presuming it was pre-planned based on the fact that he had more than 10 rifles in his hotel room), and just about every other question you can think of.

“I just want closure. Why? What’s the reason that on that particular night, one individual would sacrifice everyone else for his insanity?’’ asked Herman Gold, who escaped the gunfire unharmed.

2. The Shooting Happened Near the Luxor Hotel, Which Is Shaped Like a Pyramid — a Sign of the Illuminati

The festival grounds are located across from the Luxor Hotel on the south end of the Las Vegas strip. The Luxor is known for its unique architecture as it is shaped like a pyramid and is easily distinguished. A pyramid is a known symbol of the Illuminati.

“The symbol of a pyramid has long been associated with the Illuminati, a fictitious shadowy group whose powerful members secretly control the [world],” reports Mashable.

“The Luxor is known as the Egyptian themed casino with the pyramid that has the illuminated apex and obelisk nearby. These symbols are of great usage to the ‘Illuminati’ who subscribe to many of the [magical] and esoteric concepts of ancient Egypt and its mystery schools that shared these ideas only to the initiates deemed worthy,” the Illuminati Watcher explained.

Some conspiracy theorists believe that the shooting happened at this location because it was a sign of the Illuminati. Others believe that it was some kind of public sacrifice or offering.

3. Freemasons Have Been Associated with the Illuminati & the 32nd Floor Hotel Room Is Linked, Say Theorists

First, what exactly is Freemasonry? For the sake of ease, it’s basically a fraternity. The following definition can be found on The Grand Lodge of Ohio’s website.

“Freemasonry is the oldest, largest and most widely recognized fraternal organization in the world. Founded in London, England in 1717, its current worldwide membership totals 3.6 million members, 1.6 million of which are in North America. With 120,000 Masons and 530 local Lodges, Ohio has one of the largest Masonic memberships of any state in the country. As a fraternal organization, Freemasonry unites men of good character who, though of different religious, ethnic, or social backgrounds, share a belief in the fatherhood of God and the brotherhood of mankind.”

According to Ranker, George Washington, John Wayne, Oscar Wilde, Benjamin Franklin, Don Rickles, Richard Pryor, Michael Richards, Willie Mays, and several more have identified themselves as Freemasons.

A few years ago, country music star Brad Paisley opened up about being a Mason. You can watch him talk about his beliefs in the video below.

So, what do Freemasons have to do with the Las Vegas concert shooting? Paddock took aim at thousands of people from his hotel room on the 32nd floor. The number “32” is significant when it comes to being a Mason. The organization uses degrees to show rank.

The 32nd degree is known as the Master of the Royal Secret. The highest degree Mason is a 33.

4. One Witness Told Local News that a Strange Woman Told Concertgoers ‘You’re All Going to Die’ Before the Shooting

Las Vegas shooting conspiracy theories

One of the strangest accounts from that terrifying night came by way of a witness who recalled being told that she was going to die, about 45 minutes before Paddock started shooting at the crowd. The concertgoer named Brianna was celebrating her 21st birthday at the show. She recalled a weird occurrence that may have been some kind of serious warning.

“She started messing with another lady and told us that we were all going to die tonight. We went back up to the room, and as soon as we reached the room from the concert venue, we just heard constant shootings. At first we thought it was fireworks, but then it was — it was shooting,” Brianna told News3LV.

As you can probably imagine, people have been very curious about Brianna’s interview — and about this mystery woman who may have been warning people about the shooting. But how did she know?

You can watch Brianna’s interview in the video below.

5. The ‘Mystery’ Behind Paddock’s ’13’ Neck ‘Tattoo’

Last but not least, people have been talking about an apparent tattoo that was spotted on Paddock’s neck. The number “13” appears to be on his neck in the first photo that was released of him. You can make out the numbers in the photo above, as they appear right until his beard in the center of his neck.

Some people don’t believe that this is a tattoo — it could just be the way the skin on his neck was hanging. However, other people are convinced that this is some kind of sign.

There are several different things associated with the number 13. The number is “symbolic of rebellion and lawlessness,” according to the Bible Study Site. Additionally, you can find all kinds of symbolism with the number when it comes to Christian faith.

At the same time, many people believe that “13” is an unlucky number (think Friday the 13th).

The internet has been trying to figure out what that mysterious “13” is on Paddock’s neck, but there hasn’t been any confirmation about it being an actual tattoo. For now, the “13” has become part of this bigger conspiracy theory.

Las Vegas Shooting Conspiracy Theories Surface, Illuminati & Area 51 Among Them

Following the shooting in Las Vegas on Sunday night, several conspiracy theories have surfaced. It hasn’t been 24 hours since suspect Stephen Paddock opened fire on concertgoers attending a country music festival, firing several rounds off from his hotel room at Mandalay Bay. Paddock, 64, who was found dead by police following an apparent suicide, had more than 10 rifles in his hotel room.

So far, 58 people have been confirmed dead and an additional 500-plus were left injured, the severity of those injuries varying from minor to critical.

After hearing the news and putting all of the pieces together, several people have been questioning the story, wondering if there’s more to it than what law enforcement has reported. It is important to note here that these curiosities are made up of “hypothetical” arguments and speculation, which have been circulated, talked about, and debated on social media for the past several hours.

Some people were quick to point out that the shooting occurred near the Luxor Hotel on the Vegas strip. Since the hotel’s architecture is a pyramid, which is a known symbol of the Illuminati, this stirred up a ton of chatter.

“The Luxor is known as the Egyptian themed casino with the pyramid that has the illuminated apex and obelisk nearby. These symbols are of great usage to the ‘Illuminati’ who subscribe to many of the [magical] and esoteric concepts of ancient Egypt and its mystery schools that shared these ideas only to the initiates deemed worthy,” the Illuminati Watcher explains.

“It didn’t help anything to find out the shooting took place on the 32nd floor of the Mandalay Bay- a number significant in Freemasonry as the 2nd to last degree of initiation,” the site adds.

For those who are unfamiliar with “Freemasonry,” it’s basically a fraternity, according to CBS News.

“Simply put, it’s the world’s oldest and largest fraternity. Its membership is a Who’s Who of world history — George Washington, Benjamin Franklin, Winston Churchill, Mozart, Davy Crockett, Franklin Roosevelt, Harry Houdini, Gerald Ford, Henry Ford, John Wayne, even Colonel Sanders. If you want to be a Mason, you can petition a local lodge for membership. You’ll need to demonstrate good character and belief in some sort of Supreme Being. Oh, and in almost all lodges, it’s men only.”

Many have associated Masons with the Illuminati, and Twitter has lit up with posts about one of the performers at the country music festival being a freemason.

The following photo suggests even more reasons why people are connecting the Illuminati to the Las Vegas shooting.

In addition to this, several people have been talking about information going out over the police scanners last night. There have been tweets talking about “more than one shooter,” which may have been a thought at one point in time. Although law enforcement confirmed that Paddock acted as a “lone wolf,” social media has other thoughts.

Another thing that has people scratching their heads is the story about a woman who was seen pushing through the crowd trying to leave just before shots were fired. A concertgoer named Brianna told News3LV that the woman was telling people at the concert that they were “all going to die tonight.”

“She started messing with another lady and told us that we were all going to die tonight,” Brianna told the outlet. “We went back up to the room, and as soon as we reached the room from the concert venue, we just heard constant shootings. At first we thought it was fireworks, but then it was — it was shooting.”

Below are some tweets about the shooting and the Illuminati.
