The head of Russia’s military intelligence agency, who oversaw the hacking of the Democratic Party’s computers during the United States’ 2016 presidential election, died on Wednesday after a long illness, Russian state news agencies reported.

Col. Gen. Igor V. Korobov, 63, had not been seen in public for months and was notably absent from a ceremony on Nov. 2 marking the 100th anniversary of the military intelligence agency, known as the G.R.U. Historically a secretive, little-understood agency, the G.R.U. under General Korobov emerged as Russia’s primary tool of global disruption.

Mr. Korobov was sanctioned by the Treasury Department for the release of emails stolen from the Democratic Party in support of Donald Trump’s campaign in 2016.

Under his watch, the G.R.U. was also implicated in the theft and publication of documents belonging to the presidential campaign of Emmanuel Macron in France, hacking computers of the global antidoping watchdog and the poisoning of a former G.R.U. officer, Sergei V. Skripal, with a highly potent nerve agent in Britain earlier this year.

G.R.U. operatives also play a key role in the wars in Ukraine and Syria.

Such operations have demonstrated Russia’s ability to project its limited power well beyond its borders and remain a relevant international player that the West is still struggling to reckon with.

General Korobov was appointed head of the G.R.U. by President Vladimir V. Putin in January 2016 after his predecessor, Igor D. Sergun, died suddenly. But the general’s absence in recent months has fueled rumors about an impending leadership shake-up at the agency.

Russian news agencies cited a Defense Ministry statement which described the general as a “true son of Russia, a patriot of the Fatherland.” And at the G.R.U.’s anniversary ceremony this month, Mr. Putin praised the agency for its “unique capabilities.”

Though General Korobov is one of Russia’s top military officials, very little is publicly known about him. According to his sparse biography on the Defense Ministry’s website, he joined the armed forces in 1973 and joined the G.R.U. in 1985.

Despite Mr. Putin’s recent laudatory remarks, the G.R.U. has had its share of missteps lately. Just weeks after British authorities released photographs and aliases of two G.R.U. officers suspected of poisoning Mr. Skripal in England in March, researchers with the investigative group Bellingcat were able to uncover the officers’ true identities and travel itineraries primarily using publicly available information.

In October, officials in the Netherlands revealed details about a botched attempt by four agency operatives to hack into the computers of the world’s chemical weapons watchdog in The Hague. The operatives were carrying computers with details from previous missions along with an airport taxi receipt showing that they had been picked up outside a G.R.U. headquarters building in Moscow.

Still, the agency’s activities have put Russia’s adversaries on edge and have provoked fierce reaction from the West. Russia has been hit with wave after wave of sanctions as a result of its election interference. After Mr. Skripal was poisoned, Britain and many allies expelled more than 150 Russia diplomats, many believed to be undercover intelligence operatives.

Russian spooks in the UK have rocketed fivefold in just eight years, amid fears 200 “case offices” have been tasked with controlling as many as 500 agents, the report claims. Report author espionage expert Dr Andrew Foxall revealed how up to half the 150,000 Russian expats here could be “informants” for the Kremlin – amounting to 75,000 potential “assets”. Dozens are believed to have links to spy agencies including the FSB, which replaced the KGB, and the GRU, suspected to be behind the Salisbury Novichok poisoning. And up to 50% of Russian Embassy diplomats are also actively engaged in intelligence work, Dr Foxall said in his report, from think tank the Henry Jackson Society.

M.N.: The “Skripal story”, retold nicely in this review by “Sandeep Dikshit”, offers more puzzling questions than the reliable answers or even assumptions or conjectures. 

I feel more and more convinced that Skripal is one of the important “nerve centers” of the current conspiracy against the US and the “West”, as I shared these thoughts earlier. It looks like he was able to establish the very close, controlling ties with Russian and consequently, the global organised crime communities during his , as I suspect, staged imprisonment. This is the historical tradition on the part of the Soviet and the Russian Secret Services of using “the closely related criminal element” for their own historical and political purposes.

Supposedly, this “Operation Skripal”, the goal of which apparently, was the deep penetration and control of the Western power structures and Intelligence Services,  might have been a part of the possible larger “left-wing, pro-communist plot” to restore the Soviet power and the Soviet Union. (See also Colonel Kvachkov.) 

The recent waves of the “Performance Crimes”, including the yesterday, 10.27.18 events, bear the strong marks of the association with the Organised Crime, with the specific (stylistic) twist of the professional coordination by the experienced military intelligence officer. 

I think humbly, my dear friends, as I mentioned earlier, that the very careful and in-depth investigation of Skripal and all his connections might hold the keys to the understanding the underlying forces behind the recent events.

THE title itself should make the book fly off the bookshelves at airports and malls where attention spans are lower. Its author Mark Urban is a serial author with a nose for the topics that will sell like hot cakes at precisely such places. Hitting the stands within six months of poisoning, one might wonder at the quality between the covers. But in keeping with his honesty of acknowledgement, which runs through the book, Urban discloses that he had met Sergei Skripal a few times as a subject matter for a book on East-West espionage after the Cold War. His poisoning converted that raw material and a bit more into a book.

Sergei Skripal’s name never rang a bell during the eight years he lived in London, unlike, say, Oleg Kalugin (still living) or Alexander Litvinenko (assassinated), who were deemed important enough to have been tried in absentia in Moscow. Despite his two foreign postings, Skripal was nowhere in hierarchy and access, as compared to fellow defectors Oleg Gordievsky (KGB chief in London) and Vasili Mitrokhin, the librarian of KGB’s foreign intelligence service.

Yet, Skripal’s case has created waves than the cumulative murmurings after the poisoning of Litvinenko and Gordievsky. It is this knot that Urban tries to explore and unravel. An understandable suspicion about books of this nature and originating from London is that these could be inspired by operatives of Vauxhall Cross, the gleaming MI-6 headquarters. It is not unknown.But the rendering here is open ended. There are no conclusions in the book that intelligence agencies so covet. For, the Skripal case is far from over: a secret report lies unopened in the Geneva vaults of the Organisation for Prevention of Chemical Weapons; a subsequent death of two vagabonds has opened a new line of inquiry; and, there could be more revelations, if and when Skripal or his daughter can recall the turn of events on that day.

By mid-1970s, Skripal was an operative of the Soviet Special Forces. The story jumps from his uneventful years in the Soviet Union to the first overseas posting in Malta (1984-89) where both, his boss Burlatov and he were on sale. On his second posting to Madrid (1993-96), MI6 enrolled him after he rolled out the Russian military intelligence’s (GRU) organisational chart.Back in Moscow, he made two deliveries of books containing notes in secret ink till he was passed over for promotion to Major-General and retired at 48 in 1999. This was a time for troubles in Russia when corporate, personal and espionage interests blended and Skripal, by his admission, began freelancing with his former contacts.

His luck ran out when his former Malta boss Burlatov was arrested and then murdered in prison. In 2004, Skripal was next, transferred to Lefortovo prison with its quaint rules and after conviction, sent to the harsher Potma prison where temperatures sank to -30º.

So, who outed Skripal and Burlatov? Skripal believes it was a Spanish double agent who Madrid exposed. But others say Russians knew at the time when as a pensioner he would ask leading questions from his serving colleagues.

Then Ghost Stories happened. The US uncovered a network of deep penetration Russian agents, including the glamorous Anna Chapman, and prompt Moscow ownership of their operations set the stage for a swap of spies. Skripal was freed in 2010 and opted to stay in London where the MI6 made him comfortable.

After eight uneventful years, he and his daughter began frothing from the mouth while sitting on a bench in a park in Salisbury. Details unravelled in a slow pirouette and when it was established that a deadly chemical had been used, 150 Russian diplomats were expelled. Significantly, the enthusiasm to expel was confined to the US, the UK and Ukraine — three countries with an existentialist angst against Russia — which accounted for two-thirds of the expulsions.

This has triggered a minority view that the poisoning was a false flag operation — an operation where the home side creates an incident to implicate the opposing side. Why would Putin risk western outrage barely weeks before he was to be re-elected as President? Then there is evidence of how the rabidly anti-Russia Boris Johnson shaped the narrative with outlandish claims.

Urban, however, dismisses these conjectures as part of a Russian tactic of releasing counter theories. His counter is that Putin wanted a 70/70 result — get 70 per cent of the vote from a 70 per cent overall voter turnout. Russophobia was guaranteed to get the voter out. There is also Putin’s alleged fetish for assassinations, such as the murder of a retired general fiercely critical of Yeltsin in 1999 that Skripal believes helped him become Prime Minister after a couple of months.

There is also the suggestion that Skripal was living up to the maxim that that intelligence officers never retire and he seemed to be playing the field again, thus making him a target. Putin may also have ordered the hit to deter anyone from spying for Britain again.

While the media speculated, British investigations identified the chemical as Novichok A. But that claim got muddied after the Russian foreign minister claimed that it was BZ, manufactured by NATO countries.

There is no unimpeachable argument on either side. But perhaps the endgame to ensure Russia’s isolation by exploiting the Skripal affair was achieved. The uproar ensured that Donald Trump couldn’t get Russia into G 7 and CAATSA, an anti Russia-Iran-North Korea law, that is also causing India much anguish, had a smooth sailing in the American Congress.

Eight people have been confirmed dead and at least six were injured in a shooting on Saturday at a synagogue in Pittsburgh, according to CBS Pittsburgh.

The gunman is said to have yelled “All Jews must die” as he entered the Tree of Life Synagogue, a Conservative congregation in the city and began firing during a baby naming ceremony, local media reported. He engaged in a shootout with responding police officers and barricaded himself inside the building before surrendering. He is said to be injured, and reportedly crawled toward police.

KDKA-TV, a local news stations, said its sources identified the suspect as Robert Bowers, a white male in his 40s. A law enforcement official later confirmed the suspect’s identity to the Associated Press, but could not elaborate further.

Bowers is said to have written anti-Semitic and anti-immigrant conspiracies on Gab, an alt-right social network similar to Twitter. His last reported message read: “HIAS likes to bring invaders to kill our people. I can’t sit by and watch my people get slaughtered. Screw your optics, I’m going in.”

HIAS, formerly Hebrew Immigrant Aid Society, is an American-Jewish nonprofit organization that provides humanitarian aid to refugees and immigrants.

Bowers’ Gab bio read: “Jews are the children of Satan.” The profile has since been taken down.

At least six people were injured in the shooting, among them four police officers, according to authorities.

Wendell Hissrich, the Pittsburgh public safety director, said, “It is a very horrific crime scene. It was one of the worst that I’ve seen. It is very bad.”

The synagogue is located at the corner of Wilkins and Shady Avenues in the Squirrel Hill neighborhood, about 10 minutes from downtown Pittsburgh. The neighborhood is heavily Jewish.

Synagogues hold weekly religious services for congregants and visitors on Saturdays, the Jewish day of the Sabbath. Service was in session at the time of the shooting at the synagogue on Saturday morning at approximately 10:00 am local time. Congregants were hosting a baby naming ceremony at the time, according to reports.

Michael Eisenberg, a former president of the Tree of Life Synagogue, told KDKA that there were approximately 50 people inside the synagogue at the time of the shooting.

“At 9:45 there were three simultaneous congregations’ services that were being held,” he told the news station. “In the main part of the building, The Tree of Life has a service that has about 40 people in it. Just below that there is a basement area where New Life congregation would have been having their Shabbat service. There would have been 30-40 people. Just adjacent to Tree of Light’s service area, a congregation was in the rabbi study room and they would have had approximately 15 people in there.”

CBS Pittsburgh reported that police received several calls from people inside the synagogue as the shooting unfolded.

Police officers, SWAT teams, firefighters, and ambulance services responded to the attack.

“There is an active shooter in the area of Wilkins and Shady. Avoid the area,” the Pittsburgh Public Safety Department wrote in a tweet Saturday as the shooting began.

Jeff Finkelstein of the Jewish Federation of Greater Pittsburgh told WPXI that organization’s security officer has notified all JCC synagogues and that they are on modified lockdown.

Pennsylvania Gov. Tom Wolf called the shooting an “absolute tragedy.”

“We must all pray and hope for no more loss of life,” Wolf said. “But we have been saying “this one is too many” for far too long. Dangerous weapons are putting our citizens in harm’s way.”

Yizhar Hess, the executive director and CEO of the Conservative Movement in Israel, known as Masorti, said in a statement Saturday that “it is hard to imagine the hatred that leads someone to open fire in a synagogue.”

Israeli President Reuven Rivlin said in a statement: “Our thoughts and prayers are with those affected by the events in Pittsburgh, Pennsylvania. We are thinking of ‘our brothers and sisters, the whole house of Israel, in this time of trouble’, as we say in the morning prayers. We are thinking of the families of those who were murdered and praying for the quick recovery of those who were injured. I am sure that the law enforcement agencies and the legal authorities in the US will investigate this horrific event thoroughly and that justice will be served on the despicable murderer.”

Israeli Minister of Diaspora Affairs Naftali Bennett said: “The State of Israel and the Israeli Government are shocked and pained to receive the reports of the terrible attack on the Jewish community in Pittsburgh.”

“We are following the news with concern, and I have instructed the Ministry of Diaspora Affairs to prepare to assist the community in every possible way. Our hearts go out to the families of those killed and injured. May the memory of the murdered be blessed,” he said.

US President Donald Trump tweeted that the attack was “far more devastating than originally thought.”

He also spoke to reporters later Saturday at Andrews Air Force Base before traveling to Indianapolis, saying the violence “has to stop.”

Trump also said the outcome might have been different if the synagogue “had some kind of protection” from an armed guard and suggested that might be a good idea for all churches and synagogues.

He also said such shooters should receive the death penalty and “suffer the ultimate price.”

White House Press Secretary Sarah Sanders tweeted: “Saddened and appalled by the cowardly act of evil committed at Tree of Life Synagogue in Pittsburgh. We stand in total solidarity with the victims and all of the Jewish community against bigotry and hate.”

12:35 PM — Congregants say the shooting occurred during a circumcision and naming celebration, referred to as a bris, NBC reports.

12:25 PM  Fox News reporting live that there were “multiple shootouts” between the suspect and police inside the synagogue. Thereafter the wounded suspect surrendered. KDKA reporter Ross Guidotti says the shooter was found “with a pistol in his waistband and one strapped to his ankle. Swat operators grabbed the weapons, removed them and made safe.”

12:22 PM — GQ magazine correspondent Julia Ioffe blames the shooting on President Trump’s decision to move the U.S. embassy to Jerusalem.

11:50 AM  KDKA reports that the attacker walked into the synagogue and allegedly screamed, “All Jews must die.” He struck the synagogue during Shabbat services and the synagogue was “full of people” at the time.

11:32 AM  Pittsburgh Steelers send thoughts and prayers to those affected by the shooting.

11:08 AM — President Donald Trump asks Squirrel Hill residents to remain indoors as the active shooting unfolds.

11:04 AM — CBS News reports that at least seven people were killed during the armed assault:

The attacker opened fire on police when they responded to first reports of shots fired. Two officers were wounded as a result.

Pittsburgh-based refugee agency attributes program closure to Trump policies

One of Pittsburgh’s refugee assistance programs is shutting down its services because of the dwindling number of refugees being resettled in the United States.

The Sharpsburg-based Northern Area Multi Service Center (NAMS) will close its Community Assistance and Refugee Resettlement program in January. The program has been operating for seven years. Other NAMS community services will continue to operate.

“After many successful years as a provider of refugee resettlement, case management, and employment services, the … program will begin the process of transitioning its responsibilities to other regional partner agencies,” a Sept. 28 NAMS letter to partner agencies read.

At its peak two years ago, NAMS resettled 269 refugees. This year it resettled 69.

“Honestly it came down to it was no longer sustainable based on reduced numbers of arrivals over the course of last few years,” said Kurt Meier, chief operating officer of NAMS. “Between the realized reduction of arrivals, on top of projects for the upcoming year, we made the decision to end the program.”

The two remaining refugee resettlement agencies in Pittsburgh are Jewish Family and Community Services (JFCS), based in Squirrel Hill, and the Acculturation for Justice, Access and Peace Outreach (AJAPO), based in the Hill District.

NAMS will complete its last two refugee resettlement cases by November, and the organization is transferring 22 employment program cases to JFCS.

For the past decade, the U.S. Department of State refugee admissions figures have hovered between 70,000 and 85,000, with the exception of the 2016 peak of 110,000. This year, the Trump administration admitted 45,000.

In a September announcement, the administration said it planned to cap admissions at 30,000 next year, the lowest ever in the U.S. refugee program’s history.

The number of refugees resettled in Allegheny County has declined as a result, according to figures from the Pennsylvania Refugee Resettlement Program.

For this fiscal year, which ran from October 2017 through September, just 202 refugees have been resettled in the county — down from 448 in 2016-2017, and 641 in 2015-2016.

That’s well below what resettlement agencies in Allegheny County estimated for the year, Mr. Meier said.

NAMS had expected to resettle 175 refugees by year’s end. Jewish Family and Children’s Services and AJAPO expected 148 and 145 respectively.

In recent years, the majority of refugees resettled in Allegheny County have come from Bhutan, where the government employed ethnic-cleansing policies, as well as warn-torn Iraq and the Democratic Republic of Congo.

NAMS laid off eight employees, two of whom were able to transfer to other area refugee programs.

JFCS and AJAPO will absorb clients from the NAMS program closure.

“I think this is an opportunity for us to strengthen our services on the ground,” said AJAPO executive director Yinka Aganga-Williams about the slowdown in refugee arrivals.

AJAPO resettled roughly 70 refugees this year, and like JFCS, which resettled 71, also helps with immigration services, employment and cultural orientation.

The United Nations estimates 65 million refugees are displaced across the globe.

The Pentagon chief’s widely expected departure is fueling anxiety among officials of both parties who have viewed him as a force for stability.

National security leaders fear that Defense Secretary Jim Mattis is on his way out — and that Donald Trump’s next Pentagon chief will be far more subservient to the president’s unilateral and bombastic whims.

Mattis was instrumental in pulling back on Trump’s vow to “carpet bomb” ISIS or pull troops from Afghanistan. He moderated the U.S. military response to Syria’s use of chemical weapons and openly opposed Trump’s withdrawal from the Iranian nuclear deal.

Now Trump’s reverence for the retired four-star general has worn thin, and Mattis is widely expected to depart his post sometime after the November elections, according to multiple Pentagon and administration officials with knowledge of personnel discussions. And that’s fueling anxiety among officials of both parties who have viewed him for almost two years as a force for stability.

“Secretary Mattis is one of the only reassuring figures in the Trump administration, and I don’t mean that as a Democratic partisan,” said Sen. Brian Schatz (D-Hawaii), a member of the Appropriations Committee’s defense panel. “I mean when our partners and our adversaries think about the United States and the Department of Defense, knowing that Secretary Mattis is there strengthens our hand.”

Current and former government officials say they worry about a repeat of what happened when Trump replaced former National Security Adviser H.R. McMaster with leading hawk John Bolton, and then-Secretary of State Rex Tillerson with conservative stalwart Mike Pompeo.

“Replacements might not be as good, just like Bolton was a real trade down from McMaster,” predicted Sen. Tim Kaine, a Virginia Democrat on the Armed Services Committee.

Mattis’ departure from Trump’s inner circle would also come at a time when much of the top military leadership, including Joint Chiefs Chairman Gen. Joe Dunford, are also preparing to retire. Mattis’ successor would have major influence on the complexion of the new military command structure that Trump would nominate next year.

“If he leaves, you inject a whole issue of uncertainty,” Sen. Jack Reed of Rhode Island, the top Democrat on the Armed Services panel, told reporters earlier this week. “Who’s going to succeed him?”

For Kaine, the uncertainty goes well beyond just Mattis, whose overwhelming Senate confirmation includes yes votes from members who opposed virtually all other Trump nominees.

“Secretary Mattis and Gen. Dunford are the real pillars of protecting American national security right now,” he said. “Either of them going, I think, would be extremely damaging to American defense and the credibility of our national security team.”

That view rests on Mattis’ reputation for a steady hand and a steady voice in the inner circle.

Mattis is widely viewed as a force for continuity from the Obama administration on some of the biggest national security issues, including Iran policy and the wars in Afghanistan, Iraq and Syria.

On Afghanistan and the fight against ISIS in Iraq and Syria, Mattis successfully championed strategies that broadly echoed the Obama administrations approaches to the campaigns — and rejected Trump’s own impulses toward more drastic changes.

Rather than authorizing the “carpet bombing” against ISIS that Trump talked about during his campaign, or encouraging the president’s desire to pull out of Afghanistan, Mattis largely maintained the strategies the military was already pursuing in both theaters, with some tweaks such as giving field commanders more authority for air strikes.

Mattis has also made public remarks that seem calculated to shut the door to policy options that reportedly intrigued the president — such as privatizing the combat advisory effort inAfghanistan, a proposal pushed by Blackwater founder Erik Prince.

Mattis’ more subtle approach has also been successful in the U.S. response to the Syrian government’s use of chemical weapons against civilians.

When Mattis and Dunford briefed Trump on Central Command’s five potential military options for punishing Syria, Mattis characterized the most restrained option — limited strikes against three targets — as more muscular than it really was, according to a military official involved in the deliberations who described them on condition of anonymity.

“He presented the lightest option as a heavy option,” the official recalled. And Trump signed off on it.

On Iran policy, Mattis has clashed more openly with the president, unsuccessfully opposing his decision to pull out of the pact negotiated by the Obama administration to try to curtail Tehran’s nuclear weapons program.

That independence has steadily frayed the relationship between Mattis and the commander-in-chief.

In an interview with The Associated Press earlier this week, Trump called his defense chief “sort of a Democrat.” That slap came on the heels of journalist Bob Woodward’s book “Fear,” which quoted Mattis as disparaging the president.

Mattis, who was traveling in Asia when Trump made the comment, told reporters: “I’ve never registered for any political party.”

“I’m on his team,” Mattis added of Trump. “We have never talked about me leaving.”

He also told the reporters that Trump had called to tell him, “I’m 100 percent with you.”

But many close observers believe the writing is on the wall about Mattis’ fate — especially if the growing friction continues to play out publicly as it had with Tillerson.

“POTUS is getting rid of him after midterms,” said the same military official, who agreed to discuss knowledge of internal White House deliberations on the condition he not be identified by name. “It’s something they’ve wanted to do for a while. They weren’t going to do it before midterms.”

“Mattis has executed his own foreign policy,” the official added. “He was able to get away with it by partnering with Tillerson and making McMaster irrelevant. Now with Pompeo and Bolton in, the jig is up.”

Loren Thompson, a defense industry consultant with close ties to the Pentagon leadership, put it this way: “What it comes down to is that Trump and Mattis don’t see eye to eye. Trump is a change agent and Mattis is largely a product of the existing viewpoint, the status quo.

“He stopped doing those dinners with the president,” he added. “I think they have drifted apart and they probably aren’t on the same sheet of music in terms of priorities anymore. ”

For many, that is exactly why they worry about what follows.

Keeping Mattis is a matter of stability, Reed believes. He said he worries that a new civilian leader will have to get up to speed even as a raft of top generals and admirals begins to retire en masse.

In addition to Dunford, whose term is up in September 2019, several members of the Joint Chiefs, including Air Force Gen. Paul Selva, the vice chairman, are expected to retire next year.

Several top commanders responsible for various regions of the world or other global missions are also likely to be selected in the coming months. For example, Army Gen. Curtis Scaparrotti, the top commander in Europe, is retiring.

“If he is gone and there is another secretary of Defense, you’re going to see next year … everybody new around the water cooler trying to figure out where the bathroom is,” Reed told reporters. “That’s not going to be good for national defense.”

Others say the bipartisan support that Mattis has enjoyed on Capitol Hill could be difficult to replicate.

“It would be hard to imagine that person having quite the same rapport,” said Michael O’Hanlon, a military and foreign policy specialist at the nonpartisan Brookings Institution. “It’s almost inevitable that the next person would have less of a bond with Democrats, but it could be much worse than that. It could be almost a poisonous relationship.”

Not everyone is convinced that Mattis is on his way out, including O’Hanlon, who said he believes the Defense secretary still offers Trump some political benefits.

Another senior administration official said he believes it would still be difficult for Trump to terminate someone with Mattis’ reputation without justification — though he might try to push the secretary out bit by bit by criticizing him.

“If he can’t tell you to find the exit, he’ll make you want to find the exit,” said the official, who was not authored to speak publicly about internal deliberations. “This may be one of those cases where it’s not worth the daily knife fight.”

Others believe Mattis won’t leave unless he’s fired — as one retired senior military officer and longtime friend of Mattis predicted.

“I would be very surprised if he leaves without being told to leave,” he said, speaking on the condition he not be named. “His whole view is, leave the politics to the side and forge ahead.”

Those who see Mattis is a bulwark against more extreme policies — particularly Democratic lawmakers — say they hope Mattis does stick around.

“It is alarming to think that his tenure would come to an end,” Schatz said. “I think it’s inthe president’s interest to keep him. I think it’s in the country’s interest to keep him. And I think it’s in the interest of peace and stability to keep him. Which probably means he won’t keep him.”

Snopes.com issued the verification Friday, supporting an internet claim by a group called The Christian Left that “the USA has dropped off the list of the 20 most democratic countries in the world.” It cited an annual ranking by The Economist magazine, which has been evaluating the world’s governments on type and strength since 2006. The Economist’s most recent Democracy Index, its 2017 evaluation issued in January 2018, showed that the United States had for the second year been ranked as a “flawed democracy” rather than “full democracy.” The magazine said the fall in ranking was based on such factors as citizen participation in the electoral process, functioning of government and civil liberties. The United States’ ranking was stated somewhat incorrectly in The Christian Left’s claim circulating on social media. The United States was one of 20 nations in the world ranked as having a full democracy, until it fell to “flawed democracy” status. There are now only 19 nations on the list that The Economist ranks as full democracies. The publishers of the index say the drop in U.S. ranking is consistent with the stagnation of democratic progress around the world. It said 89 countries experienced a decline in their total score on the democracy index from 2016 to 2017, while only 27 countries recorded an improvement. The head of Russia’s Orthodox Church has blamed Orthodox leaders in Istanbul for prompting a schism, the worst crisis to face the religion in hundreds of years.

Patriarch Kirill on October 19 blasted church authorities — known as the Ecumenical Patriarchate of Constantinople — as “schismatic” for a decision earlier this month moving to grant independence to the Ukrainian Orthodox Church.

The move pushed Moscow to break ties with the Constantinople Patriarchate, widely recognized as the spiritual authority of Orthodoxy.

“The Constantinople Patriarchate identified itself with schismatics,” Patriarch Kirill told a conference in Moscow.

“Uncanonically, violating all rules, it invaded our jurisdiction and forgave schismatics,” he added.

Ukraine has three Orthodox churches: the Ukrainian Orthodox Church of the Moscow Patriarchate, the Ukrainian Orthodox Church of the Kyiv Patriarchate, and the Ukrainian Autocephalous Orthodox Church.

The Moscow Patriarchate, which has the most believers in Ukraine, remains loyal to the Russian Orthodox Church. The Kyiv Patriarchate declared independence from the Russian church in 1992, but that has never been recognized by the Ecumenical Patriarchate of Constantinople.

Earlier this month, however, Patriarch Bartholomew, who is considered the “first among equals” leader among Orthodox leaders, endorsed the Kyiv Patriarchate’s request for independence from Moscow.The Kyiv Patriarchate has not yet received the formal, final blessing to be autocephalous, or independent.

The move from Bartholomew prompted angry words from not only Russian church leaders, but also government officials.

On October 15, the Russian church announced it had decided to end its relationship with the Constantinople Patriarchate.

Several Orthodox churches in former Soviet republics, many of which are under the direct jurisdiction of the Russian Orthodox Church, also cut ties with the Constantinople Patriarchate.

Bartholomew’s move has added to tensions between Kyiv and Moscow, already high since Russia’s 2014 seizure of Crimea and the war in eastern Ukraine between government forces and Russia-backed separatists.

Reacting to the Russian Orthodox Church’s announcement, the press secretary of the Kyiv Patriarchate said, “Patriarch Kirill has personally been an architect of the schism in the Ukrainian church since 1991″ and that his conduct has “pulled all of Orthodox Christianity into conflict.”

There are an estimated 300 million Orthodox Christians worldwide, with the Russian church claiming to have the largest number of believers.

Continued Obstacles Threaten Future of FARC Peace Process in Colombia

A transitional justice system formed after the signing of a historic peace agreement with Colombia’s FARC rebels to try former fighters for crimes committed during the country’s decades-long armed conflict continues to face obstacles, further threatening the possibility of achieving lasting peace in the country.

The Special Jurisdiction for Peace (Jurisdicción Especial para la Paz – JEP) was set up after the Colombian government and the now largely demobilized Revolutionary Armed Forces of Colombia (Fuerzas Armadas Revolucionarias de Colombia – FARC) signed a peace agreement in 2016.

The purpose of the JEP is to “administer transitional justice and make known the crimes committed in the framework of the armed conflict before December 1, 2016,” according to the institution.

Below, InSight Crime looks at three obstacles that are hindering the JEP’s ability to move the peace process forward.

1. Former FARC Fighters Continue to Commit Crimes

Under the peace agreement, only former FARC fighters who did not commit crimes after 2016 can benefit from the JEP. However, since it was established, there have been reports of high profile former guerrilla members being included in the special jurisdiction’s list.

The most emblematic case is that of Seuxis Paucis Hernández Solarte, alias “Jesús Santrich,” who was a lead negotiator in the peace talks and was set to assume a seat in congress in April 2018.

Colombian authorities arrested Santrich in early April 2018 after the United States charged him with drug trafficking crimes committed after the 2016 peace agreement, making him ineligible to face justice through the JEP.

More recently, US authorities sanctioned another former FARC fighter for his alleged ties to the drug trade following the peace agreement.

On October 18, the US Treasury Department’s Office of Foreign Assets Control (OFAC) announcedsanctions against former FARC rebel Pedro Luis Zuleta Noscué, alias “El Inválido.” The agency alleges that Zuleta Noscué “continues to supply narcotics to criminal groups such as Colombia’s Oficina de Envigado.”

US authorities allege that Zuleta Noscué has long controlled a drug trafficking corridor in southwest Cauca department where he supported the FARC’s drug trafficking activities. Cauca had the fourth-highest number of hectares used for coca cultivation in 2017, according to illicit crop monitoring datapublished in September of this year by the United Nations Office on Drugs and Crime (UNODC).

2. ELN Guerrillas on List of Demobilized FARC Fighters

Authorities in Colombia have in the past faced difficulties separating demobilizing FARC guerrillas with drug traffickers and other criminals trying to pass themselves off as FARC fighters in an effort to take advantage of the benefits awarded to the demobilized guerrillas as part of the peace agreement.

These problems persist today. JEP President Patricia Linares recently admitted that there are members of Colombia’s National Liberation Army (Ejército de Liberación Nacional – ELN) on the list of demobilized former FARC fighters, El Tiempo reported.

“I have information, which I myself have verified, that some of these people [ELN fighters] make up part of the Office of the High Commissioner for Peace’s lists that were prepared by the previous administration,” Linares said.

3. Tension with Colombia’s Attorney General’s Office

A new legislative proposal in Colombia has generated concerns from the JEP about their ability to adequately do their job. The proposal would limit the JEP’s access to confidential information, such as military, state, intelligence and counterintelligence operations that threaten to put the country’s national security at risk, Noticias Caracol reported.

JEP President Linares said that the legislation is “openly unconstitutional because it affects the [JEP’s] assigned transnational function.”

The Attorney General’s Office and the JEP have also clashed over cases that don’t threaten national security, but rather raise questions about which institution has the authority and whether ordinary justice or transnational justice is the proper route to take. The Attorney General’s Office, for example, recently refused to hand over to the JEP information pertaining to assets seized from the FARC that could be used as part of reparations for victims of the armed conflict.

That said, relations between the two institutions appear to be improving. JEP President Linares recently met with Deputy Attorney General María Paulina Riveros. The two agreed to create a roundtable of sorts where the two entities can discuss solutions to the many issues that have stoked tensions between them, El Tiempo reported.

“The Government, Congress and Judicial Power are now paddling for the same side,” Colombia Attorney General Néstor Humberto Martínez Neira said.

The Skripal Files by Mark Urban review – the Salisbury spy’s story

He did it for the money and still loved mother Russia … a fascinating book based on conversations with Sergei Skripal

In June 2017, Mark Urban drove to Salisbury to meet a retired Russian spy. Urban – a BBC Newsnight journalist and author – was contemplating writing a book about east-west espionage after the end of the cold war. The spy was Sergei Skripal. He had kept a low profile in Britain since arriving in 2010 as part of an international spy swap. There were no signs he was engaged in active espionage. Arriving at his modest suburban home, Urban spotted a stack of jigsaw puzzles and a fiddly Airfix scale model of HMS Victory. Another model, of an English country cottage, sat on a bookshelf – a gift from the MI6 agent who, two decades earlier, had recruited Skripal in Spain.

Skripal was arguably the least well known of a small group of elderly defectors from Moscow living in the UK. The most famous, Oleg Gordievsky, betrayed the KGB for ideological reasons and did enormous damage to the Soviet espionage machine. If a list existed of traitors the Kremlin might wish to kill, Gordievsky’s name was surely at the top.
