M.N.: The “Skripal story”, retold nicely in this review by “Sandeep Dikshit”, offers more puzzling questions than the reliable answers or even assumptions or conjectures. 

I feel more and more convinced that Skripal is one of the important “nerve centers” of the current conspiracy against the US and the “West”, as I shared these thoughts earlier. It looks like he was able to establish the very close, controlling ties with Russian and consequently, the global organised crime communities during his , as I suspect, staged imprisonment. This is the historical tradition on the part of the Soviet and the Russian Secret Services of using “the closely related criminal element” for their own historical and political purposes.

Supposedly, this “Operation Skripal”, the goal of which apparently, was the deep penetration and control of the Western power structures and Intelligence Services,  might have been a part of the possible larger “left-wing, pro-communist plot” to restore the Soviet power and the Soviet Union. (See also Colonel Kvachkov.) 

The recent waves of the “Performance Crimes”, including the yesterday, 10.27.18 events, bear the strong marks of the association with the Organised Crime, with the specific (stylistic) twist of the professional coordination by the experienced military intelligence officer. 

I think humbly, my dear friends, as I mentioned earlier, that the very careful and in-depth investigation of Skripal and all his connections might hold the keys to the understanding the underlying forces behind the recent events.

THE title itself should make the book fly off the bookshelves at airports and malls where attention spans are lower. Its author Mark Urban is a serial author with a nose for the topics that will sell like hot cakes at precisely such places. Hitting the stands within six months of poisoning, one might wonder at the quality between the covers. But in keeping with his honesty of acknowledgement, which runs through the book, Urban discloses that he had met Sergei Skripal a few times as a subject matter for a book on East-West espionage after the Cold War. His poisoning converted that raw material and a bit more into a book.

Sergei Skripal’s name never rang a bell during the eight years he lived in London, unlike, say, Oleg Kalugin (still living) or Alexander Litvinenko (assassinated), who were deemed important enough to have been tried in absentia in Moscow. Despite his two foreign postings, Skripal was nowhere in hierarchy and access, as compared to fellow defectors Oleg Gordievsky (KGB chief in London) and Vasili Mitrokhin, the librarian of KGB’s foreign intelligence service.

Yet, Skripal’s case has created waves than the cumulative murmurings after the poisoning of Litvinenko and Gordievsky. It is this knot that Urban tries to explore and unravel. An understandable suspicion about books of this nature and originating from London is that these could be inspired by operatives of Vauxhall Cross, the gleaming MI-6 headquarters. It is not unknown.But the rendering here is open ended. There are no conclusions in the book that intelligence agencies so covet. For, the Skripal case is far from over: a secret report lies unopened in the Geneva vaults of the Organisation for Prevention of Chemical Weapons; a subsequent death of two vagabonds has opened a new line of inquiry; and, there could be more revelations, if and when Skripal or his daughter can recall the turn of events on that day.

By mid-1970s, Skripal was an operative of the Soviet Special Forces. The story jumps from his uneventful years in the Soviet Union to the first overseas posting in Malta (1984-89) where both, his boss Burlatov and he were on sale. On his second posting to Madrid (1993-96), MI6 enrolled him after he rolled out the Russian military intelligence’s (GRU) organisational chart.Back in Moscow, he made two deliveries of books containing notes in secret ink till he was passed over for promotion to Major-General and retired at 48 in 1999. This was a time for troubles in Russia when corporate, personal and espionage interests blended and Skripal, by his admission, began freelancing with his former contacts.

His luck ran out when his former Malta boss Burlatov was arrested and then murdered in prison. In 2004, Skripal was next, transferred to Lefortovo prison with its quaint rules and after conviction, sent to the harsher Potma prison where temperatures sank to -30º.

So, who outed Skripal and Burlatov? Skripal believes it was a Spanish double agent who Madrid exposed. But others say Russians knew at the time when as a pensioner he would ask leading questions from his serving colleagues.

Then Ghost Stories happened. The US uncovered a network of deep penetration Russian agents, including the glamorous Anna Chapman, and prompt Moscow ownership of their operations set the stage for a swap of spies. Skripal was freed in 2010 and opted to stay in London where the MI6 made him comfortable.

After eight uneventful years, he and his daughter began frothing from the mouth while sitting on a bench in a park in Salisbury. Details unravelled in a slow pirouette and when it was established that a deadly chemical had been used, 150 Russian diplomats were expelled. Significantly, the enthusiasm to expel was confined to the US, the UK and Ukraine — three countries with an existentialist angst against Russia — which accounted for two-thirds of the expulsions.

This has triggered a minority view that the poisoning was a false flag operation — an operation where the home side creates an incident to implicate the opposing side. Why would Putin risk western outrage barely weeks before he was to be re-elected as President? Then there is evidence of how the rabidly anti-Russia Boris Johnson shaped the narrative with outlandish claims.

Urban, however, dismisses these conjectures as part of a Russian tactic of releasing counter theories. His counter is that Putin wanted a 70/70 result — get 70 per cent of the vote from a 70 per cent overall voter turnout. Russophobia was guaranteed to get the voter out. There is also Putin’s alleged fetish for assassinations, such as the murder of a retired general fiercely critical of Yeltsin in 1999 that Skripal believes helped him become Prime Minister after a couple of months.

There is also the suggestion that Skripal was living up to the maxim that that intelligence officers never retire and he seemed to be playing the field again, thus making him a target. Putin may also have ordered the hit to deter anyone from spying for Britain again.

While the media speculated, British investigations identified the chemical as Novichok A. But that claim got muddied after the Russian foreign minister claimed that it was BZ, manufactured by NATO countries.

There is no unimpeachable argument on either side. But perhaps the endgame to ensure Russia’s isolation by exploiting the Skripal affair was achieved. The uproar ensured that Donald Trump couldn’t get Russia into G 7 and CAATSA, an anti Russia-Iran-North Korea law, that is also causing India much anguish, had a smooth sailing in the American Congress.

Eight people have been confirmed dead and at least six were injured in a shooting on Saturday at a synagogue in Pittsburgh, according to CBS Pittsburgh.

The gunman is said to have yelled “All Jews must die” as he entered the Tree of Life Synagogue, a Conservative congregation in the city and began firing during a baby naming ceremony, local media reported. He engaged in a shootout with responding police officers and barricaded himself inside the building before surrendering. He is said to be injured, and reportedly crawled toward police.

KDKA-TV, a local news stations, said its sources identified the suspect as Robert Bowers, a white male in his 40s. A law enforcement official later confirmed the suspect’s identity to the Associated Press, but could not elaborate further.

Bowers is said to have written anti-Semitic and anti-immigrant conspiracies on Gab, an alt-right social network similar to Twitter. His last reported message read: “HIAS likes to bring invaders to kill our people. I can’t sit by and watch my people get slaughtered. Screw your optics, I’m going in.”

HIAS, formerly Hebrew Immigrant Aid Society, is an American-Jewish nonprofit organization that provides humanitarian aid to refugees and immigrants.

Bowers’ Gab bio read: “Jews are the children of Satan.” The profile has since been taken down.

At least six people were injured in the shooting, among them four police officers, according to authorities.

Wendell Hissrich, the Pittsburgh public safety director, said, “It is a very horrific crime scene. It was one of the worst that I’ve seen. It is very bad.”

The synagogue is located at the corner of Wilkins and Shady Avenues in the Squirrel Hill neighborhood, about 10 minutes from downtown Pittsburgh. The neighborhood is heavily Jewish.

Synagogues hold weekly religious services for congregants and visitors on Saturdays, the Jewish day of the Sabbath. Service was in session at the time of the shooting at the synagogue on Saturday morning at approximately 10:00 am local time. Congregants were hosting a baby naming ceremony at the time, according to reports.

Michael Eisenberg, a former president of the Tree of Life Synagogue, told KDKA that there were approximately 50 people inside the synagogue at the time of the shooting.

“At 9:45 there were three simultaneous congregations’ services that were being held,” he told the news station. “In the main part of the building, The Tree of Life has a service that has about 40 people in it. Just below that there is a basement area where New Life congregation would have been having their Shabbat service. There would have been 30-40 people. Just adjacent to Tree of Light’s service area, a congregation was in the rabbi study room and they would have had approximately 15 people in there.”

CBS Pittsburgh reported that police received several calls from people inside the synagogue as the shooting unfolded.

Police officers, SWAT teams, firefighters, and ambulance services responded to the attack.

“There is an active shooter in the area of Wilkins and Shady. Avoid the area,” the Pittsburgh Public Safety Department wrote in a tweet Saturday as the shooting began.

Jeff Finkelstein of the Jewish Federation of Greater Pittsburgh told WPXI that organization’s security officer has notified all JCC synagogues and that they are on modified lockdown.

Pennsylvania Gov. Tom Wolf called the shooting an “absolute tragedy.”

“We must all pray and hope for no more loss of life,” Wolf said. “But we have been saying “this one is too many” for far too long. Dangerous weapons are putting our citizens in harm’s way.”

Yizhar Hess, the executive director and CEO of the Conservative Movement in Israel, known as Masorti, said in a statement Saturday that “it is hard to imagine the hatred that leads someone to open fire in a synagogue.”

Israeli President Reuven Rivlin said in a statement: “Our thoughts and prayers are with those affected by the events in Pittsburgh, Pennsylvania. We are thinking of ‘our brothers and sisters, the whole house of Israel, in this time of trouble’, as we say in the morning prayers. We are thinking of the families of those who were murdered and praying for the quick recovery of those who were injured. I am sure that the law enforcement agencies and the legal authorities in the US will investigate this horrific event thoroughly and that justice will be served on the despicable murderer.”

Israeli Minister of Diaspora Affairs Naftali Bennett said: “The State of Israel and the Israeli Government are shocked and pained to receive the reports of the terrible attack on the Jewish community in Pittsburgh.”

“We are following the news with concern, and I have instructed the Ministry of Diaspora Affairs to prepare to assist the community in every possible way. Our hearts go out to the families of those killed and injured. May the memory of the murdered be blessed,” he said.

US President Donald Trump tweeted that the attack was “far more devastating than originally thought.”

He also spoke to reporters later Saturday at Andrews Air Force Base before traveling to Indianapolis, saying the violence “has to stop.”

Trump also said the outcome might have been different if the synagogue “had some kind of protection” from an armed guard and suggested that might be a good idea for all churches and synagogues.

He also said such shooters should receive the death penalty and “suffer the ultimate price.”

White House Press Secretary Sarah Sanders tweeted: “Saddened and appalled by the cowardly act of evil committed at Tree of Life Synagogue in Pittsburgh. We stand in total solidarity with the victims and all of the Jewish community against bigotry and hate.”

12:35 PM — Congregants say the shooting occurred during a circumcision and naming celebration, referred to as a bris, NBC reports.

12:25 PM  Fox News reporting live that there were “multiple shootouts” between the suspect and police inside the synagogue. Thereafter the wounded suspect surrendered. KDKA reporter Ross Guidotti says the shooter was found “with a pistol in his waistband and one strapped to his ankle. Swat operators grabbed the weapons, removed them and made safe.”

12:22 PM — GQ magazine correspondent Julia Ioffe blames the shooting on President Trump’s decision to move the U.S. embassy to Jerusalem.

11:50 AM  KDKA reports that the attacker walked into the synagogue and allegedly screamed, “All Jews must die.” He struck the synagogue during Shabbat services and the synagogue was “full of people” at the time.

11:32 AM  Pittsburgh Steelers send thoughts and prayers to those affected by the shooting.

The attacker opened fire on police when they responded to first reports of shots fired. Two officers were wounded as a result.

One of Pittsburgh’s refugee assistance programs is shutting down its services because of the dwindling number of refugees being resettled in the United States.

The Sharpsburg-based Northern Area Multi Service Center (NAMS) will close its Community Assistance and Refugee Resettlement program in January. The program has been operating for seven years. Other NAMS community services will continue to operate.

“After many successful years as a provider of refugee resettlement, case management, and employment services, the … program will begin the process of transitioning its responsibilities to other regional partner agencies,” a Sept. 28 NAMS letter to partner agencies read.

At its peak two years ago, NAMS resettled 269 refugees. This year it resettled 69.

“Honestly it came down to it was no longer sustainable based on reduced numbers of arrivals over the course of last few years,” said Kurt Meier, chief operating officer of NAMS. “Between the realized reduction of arrivals, on top of projects for the upcoming year, we made the decision to end the program.”

The two remaining refugee resettlement agencies in Pittsburgh are Jewish Family and Community Services (JFCS), based in Squirrel Hill, and the Acculturation for Justice, Access and Peace Outreach (AJAPO), based in the Hill District.

NAMS will complete its last two refugee resettlement cases by November, and the organization is transferring 22 employment program cases to JFCS.

For the past decade, the U.S. Department of State refugee admissions figures have hovered between 70,000 and 85,000, with the exception of the 2016 peak of 110,000. This year, the Trump administration admitted 45,000.

In a September announcement, the administration said it planned to cap admissions at 30,000 next year, the lowest ever in the U.S. refugee program’s history.

The number of refugees resettled in Allegheny County has declined as a result, according to figures from the Pennsylvania Refugee Resettlement Program.

For this fiscal year, which ran from October 2017 through September, just 202 refugees have been resettled in the county — down from 448 in 2016-2017, and 641 in 2015-2016.

That’s well below what resettlement agencies in Allegheny County estimated for the year, Mr. Meier said.

NAMS had expected to resettle 175 refugees by year’s end. Jewish Family and Children’s Services and AJAPO expected 148 and 145 respectively.

In recent years, the majority of refugees resettled in Allegheny County have come from Bhutan, where the government employed ethnic-cleansing policies, as well as warn-torn Iraq and the Democratic Republic of Congo.

NAMS laid off eight employees, two of whom were able to transfer to other area refugee programs.

JFCS and AJAPO will absorb clients from the NAMS program closure.

“I think this is an opportunity for us to strengthen our services on the ground,” said AJAPO executive director Yinka Aganga-Williams about the slowdown in refugee arrivals.

AJAPO resettled roughly 70 refugees this year, and like JFCS, which resettled 71, also helps with immigration services, employment and cultural orientation.

The United Nations estimates 65 million refugees are displaced across the globe.

M.N.: This is the source of the Counterintelligence errors: the blatant politicization, which is quite evident in this case, it seems. We believe what our higher-ups  want or signal to us to believe, consciously and unconsciously, overtly and covertly. Can we have some explanation of this phenomenon? The problem is that it shifts the perceptions of preferences and priorities, and thus affects the process of identifying the adversary and their operations correctly. 

For example, where is the “ISIS” and the “100 Years Battle with it” now? Gone with the wind and with the winds, just a vague memory. Why was it not assessed correctly? Why was not assessed correctly the Soviet “Survivability Index” some years ago?

Apple has finally unveiled its new iPhone XS Max along with a new Apple Watch.
Apple CEO Tim Cook has upped the ante in its denial of an investigative report claiming a Chinese spy chip was embedded into the tech giant’s servers, telling BuzzFeed News that Bloomberg must retract the story–“This did not happen. There’s no truth to this.”
“I was involved in our response to this story from the beginning,” Cook said according to Buzzfeed. “I personally talked to the Bloomberg reporters along with Bruce Sewell who was then our general counsel. We were very clear with them that this did not happen, and answered all their questions. … Each time they brought this up to us, the story changed and each time we investigated we found nothing.”

“There is no truth in their story about Apple,” Cook added in the interview. “They need to do that right thing and retract it.”

Bloomberg issued a statement to Buzzfeed, saying it stands by its reporting, which included spending more than a year on the story and more than 100 interviews.
“Seventeen individual sources, including government officials and insiders at the companies, confirmed the manipulation of hardware and other elements of the attacks,” the spokesman told the news organization. “We also published three companies’ full statements, as well as a statement from China’s Ministry of Foreign Affairs. We stand by our story and are confident in our reporting and sources.”
Bloomberg Businessweek in its October story alleged that data center hardware used by Apple and Amazon Web Services, provided by server company Super Micro, was under surveillance by the Chinese government.
Amazon denied that its hardware had been compromised, the Department of Homeland Security said it had “no reason to doubt” Apple and Amazon’s denials of the report and Apple sent a letter to Congress saying the report was without merit.

Continued Obstacles Threaten Future of FARC Peace Process in ColombiaA transitional justice system formed after the signing of a historic peace agreement with Colombia’s FARC rebels to try former fighters for crimes committed during the country’s decades-long armed conflict continues to face obstacles, further threatening the possibility of achieving lasting peace in the country.The Special Jurisdiction for Peace (Jurisdicción Especial para la Paz – JEP) was set up after the Colombian government and the now largely demobilized Revolutionary Armed Forces of Colombia (Fuerzas Armadas Revolucionarias de Colombia – FARC) signed a peace agreement in 2016.SEE ALSO: Coverage of FARC PeaceThe purpose of the JEP is to “administer transitional justice and make known the crimes committed in the framework of the armed conflict before December 1, 2016,” according to the institution.Below, InSight Crime looks at three obstacles that are hindering the JEP’s ability to move the peace process forward.

1. Former FARC Fighters Continue to Commit Crimes

Under the peace agreement, only former FARC fighters who did not commit crimes after 2016 can benefit from the JEP. However, since it was established, there have been reports of high profile former guerrilla members being included in the special jurisdiction’s list.

The most emblematic case is that of Seuxis Paucis Hernández Solarte, alias “Jesús Santrich,” who was a lead negotiator in the peace talks and was set to assume a seat in congress in April 2018.

Colombian authorities arrested Santrich in early April 2018 after the United States charged him with drug trafficking crimes committed after the 2016 peace agreement, making him ineligible to face justice through the JEP.

More recently, US authorities sanctioned another former FARC fighter for his alleged ties to the drug trade following the peace agreement.

On October 18, the US Treasury Department’s Office of Foreign Assets Control (OFAC) announcedsanctions against former FARC rebel Pedro Luis Zuleta Noscué, alias “El Inválido.” The agency alleges that Zuleta Noscué “continues to supply narcotics to criminal groups such as Colombia’s Oficina de Envigado.”

US authorities allege that Zuleta Noscué has long controlled a drug trafficking corridor in southwest Cauca department where he supported the FARC’s drug trafficking activities. Cauca had the fourth-highest number of hectares used for coca cultivation in 2017, according to illicit crop monitoring datapublished in September of this year by the United Nations Office on Drugs and Crime (UNODC).

2. ELN Guerrillas on List of Demobilized FARC Fighters

Authorities in Colombia have in the past faced difficulties separating demobilizing FARC guerrillas with drug traffickers and other criminals trying to pass themselves off as FARC fighters in an effort to take advantage of the benefits awarded to the demobilized guerrillas as part of the peace agreement.

These problems persist today. JEP President Patricia Linares recently admitted that there are members of Colombia’s National Liberation Army (Ejército de Liberación Nacional – ELN) on the list of demobilized former FARC fighters, El Tiempo reported.

“I have information, which I myself have verified, that some of these people [ELN fighters] make up part of the Office of the High Commissioner for Peace’s lists that were prepared by the previous administration,” Linares said.

3. Tension with Colombia’s Attorney General’s Office

A new legislative proposal in Colombia has generated concerns from the JEP about their ability to adequately do their job. The proposal would limit the JEP’s access to confidential information, such as military, state, intelligence and counterintelligence operations that threaten to put the country’s national security at risk, Noticias Caracol reported.

JEP President Linares said that the legislation is “openly unconstitutional because it affects the [JEP’s] assigned transnational function.”

The Attorney General’s Office and the JEP have also clashed over cases that don’t threaten national security, but rather raise questions about which institution has the authority and whether ordinary justice or transnational justice is the proper route to take. The Attorney General’s Office, for example, recently refused to hand over to the JEP information pertaining to assets seized from the FARC that could be used as part of reparations for victims of the armed conflict.

That said, relations between the two institutions appear to be improving. JEP President Linares recently met with Deputy Attorney General María Paulina Riveros. The two agreed to create a roundtable of sorts where the two entities can discuss solutions to the many issues that have stoked tensions between them, El Tiempo reported.

“The Government, Congress and Judicial Power are now paddling for the same side,” Colombia Attorney General Néstor Humberto Martínez Neira said.

To DOJ, for Mr. Mueller
I respectfully recommend to Mr. Mueller to interview, depose, subpoena, or to interrogate Sergei Skripal as the part of his investigation. It looks like he might be one of the main masterminds and the culprits of the Operation Trump. 
I also respectfully advise that Mr. Skripal may be overtly or covertly mentally ill. 
It appears that his motivations were to reunite Ukraine and Russia and to restore the USSR via the re-installation of the Yanukovich regime. His web of connections has to be explored. It appears also that he might be the main author or one of the authors of “Steel dossier”. It also looks like he signals that he might have more materials of this kind in his posession, which he intends to use to establish the “TLConnections in the right places”. 
It is also quite possible that he was the main organizer and inspiration behind the capture of Crimea and the War in Donbass, which he apparently intended to offer to Russia in exchange for assistance in re-installing Yanukivich. For Russians the Donbass was not worth the global outcry and the economic blockade, so they did not make a deal. Yanukovich, probably, did not want to sacrifice Donbass for his return eihther, so this plan came to naught.

The same day March 2, 2018, the “Russian team”: “Boshirov, Petrov, Fedotov”  arrive from Moscow just for 2-3 days. On March 3, Skripal’s daughter arrived. 

It is possible that the team brought the message directly from Yanukovych and/or others confirming that the separatist war in Donbass is over

Hypothetically, Skripal got hysterical and staged his own and his daughters’s poisoning, sending the message back: “YOU POISONED ME!” 

I think that the information that could be obtained from Skripal holds the keys to many answers. I think that he has to be very carefully investigated. One of the most intriguing quiestions are his connections with the “New Abwehr”. Please see my blogs for more details.

“According to information obtained from inside Russia by Western intelligence, Putin later met with Yanukovych in secret near Volgograd, formerly known as Stalingrad. Yanukovych assured Putin there was no documentary trail showing payments to Manafort, although Putin told associates he did not believe the Ukrainian president, according to the information obtained by the Western intelligence source,” Newsweek Senior Editor Kurt Eichenwald wrote in an article titled “Why Vladimir Putin’s Russia is Backing Donald Trump,” published on November 4.

“Преступление, в котором он обвиняется, не является общественно опасным”… ФБР обвиняет его в рекете и мошенничестве и требует выдачи… Освобождение связано с российско-украинскими отношениями?..

Три дня назад Сергей Шнайдер – более известный как криминальный авторитет мирового масштаба Сева Могилевич – и бывший руководитель компании „Арбат Престиж” Владимир Некрасов, фигуранты дела об уклонении от уплаты налогов, были отпущены из следственного изолятора под подписку о невыезде. Что в целом нехарактерно для правоохранительных органов России, которые редко выпускают „жирную” добычу.

К тому же все произошло подозрительно просто. “Поскольку срок содержания Некрасова и Шнайдера (12 месяцев) истек и в связи с тем, что преступление, в котором они обвиняются, не является общественно опасным, они были освобождены под подписку о невыезде”, – сказал прессе анонимный представитель МВД России.

Между тем, речь идет об одной из самых знаковых фигур международного криминалитета, человека, который контролирует крупный бизнес и большие финансовые потоки. А тут “смешные” обвинения… Напомним, Некрасову инкриминируется уклонение от уплаты налогов на сумму 50 млн. рублей ($2 млн.), а его якобы консультанту Могилевичу – организация преступных схем избежания налогов через фирмы-однодневки.

Для Могилевича это выглядит сущими пустяками. Чтобы оценить настоящий масштаб его деяний, можно вслед за вчерашней „Вашингтон Пост” заглянуть на сайт ФБР. Американские следователи обвиняют авторитета в рекете, мошенничестве и отмывании денег, причем, по данным ФБР, только в 1998–1999 годах через счет Могилевича в Bank of New York прошло $10 млрд., как считают, криминального происхождения. ФБР давно требует от России выдаче „Севы” для расследования, но российские стражи порядка ссылаются на отсутствие соответствующего межгосударственного соглашения.

Еще в 1995 году Великобритания объявила его розыск по факту отмывания $80 млн. через британские банки. Через два года Могилевичу было пожизненно запрещено въезжать в Туманный Альбион. Аналогичное следствие велось против него в Чехии и Словакии. Но отдадим должное уроженцу Киева и выпускнику экономического факультета Львовского университета: ни разу следствию не удавалось довести дело против Шнайдера до конца – ни в одной стране суда над Шнайдером (Семен Юдкович взял фамилию последней жены), даже заочного, не было.

Интересно, что за время следствия адвокаты Некрасова и Шнайдера неоднократно просили освободить их подзащитных под залог. В мае 2009 года предлагаемая сумма залога достигла 240 миллионов рублей (по 120 миллионов за каждого). Тушинский суд Москвы это ходатайство отклонил, хотя предложенная сумма почти в пять раз превышала ту, которую обвиняемые, по версии следствия, не доплатили государству

А затем фигурантов дела выпустили даром?! Через месяц после гордого отказа от десяти миллионов долларов залога, в начале июня, тот же Тушинский районный суд Москвы вернул дело Некрасова и Шнайдера в прокуратуру. По словам адвоката, данное решение суд „принял самостоятельно”, поскольку в обвинительном заключении были допущены ряд грубых нарушений. Результатом возврата дела и стало освобождение двух обвиняемых из знаменитой „Матросской тишины” – решение об этом было принято коллегией по уголовным делам Московского городского суда.

Все это выглядит мало мотивированным и непонятным. Отказ от залога, потом “самостоятельное” решение с бюрократическим цеплянием за процессуальные мелочи, что приводит к освобождению… (Тушинский суд отметил, что в обвинительном заключении неправильно указаны даты и номера договоров с фиктивной компанией «Магнолия», куда, по версии следствия, «Арбат престиж» переводил средства для уменьшения базы налогообложения). К тому же тяжело не согласиться с мнением московского адвоката Леонида Альперовича, высказанным газете “Ведомости”: “Освобождение обвиняемых до суда – редкий случай, это трактуется как большой минус для следователя, негативный показатель в его работе”.

Настоящие причины и задержания, и освобождения из-под стражи Могилевича и его сообщника, очевидно, прячутся глубже. Хотя российские суды известны своей коррумпированностью не меньше, чем украинские, но они значительно подконтрольнее центральной государственной власти. И внимательно прислушиваются к “пожеланиям” Кремля.

Первая версия того, что произошло с сетью парфюмерных магазинов, буквально лежит на поверхности: рейдерство. Сам Некрасов утверждал, что криминальное преследование инициировали люди, желавшие отобрать у него бизнес. Вскоре после ареста предпринимателя один из его адвокатов рассказал журналистам, что его подзащитному предложили отказаться от “Арбат Престижа” в обмен на 3 миллиона долларов и закрытие дела.

Действительно, за полтора года, на протяжении которых теперь уже бывший гендиректор был лишен возможности заниматься делами, компания, основанная им в 1989 году, фактически прекратила свое существование. Все выглядело как кем-то срежиссированное действо. После ареста Некрасова работать с парфюмерной сетью отказались поставщики, кредиторы компании подали к ней свыше сотни исков. Постепенно были проданы или закрыты все 95 магазинов “Арбат Престиж” в России и в Украине. Не удивительно, что следствием стал незаурядный демпинг элементов сети. В частности, украинский бизнес «Арбат Престижа» был продан, по разным оценкам, в 7–8 раз дешевле, чем в него было инвестировано раньше. Еще в начале 2008 года стоимость сети оценивалась в $1–1,2 млрд. – возможно, это и есть размер ущерба, который понесли Некрасов и Шнайдер.

Такие деньги где угодно не валяются и служат вполне достаточным поводом для объединенной атаки власти и конкурентного бизнеса на фирму.

Вторая версия событий вокруг “Арбат Престижа” заключается в том, что истинной мишенью наступления был как раз Сева Могилевич.

Как сообщают “Ведомости”

, два близких Могилевичу предпринимателя предположили, что того освободили по политическим мотивам, и это может быть связано с российско-украинскими отношениями. Пока Могилевич сидел в СИЗО, “РосУкрЭнерго” (50% – у Газпрома, 50% – у украинского предпринимателя Дмитрия Фирташа) была исключена из схемы поставок среднеазиатского газа в Украину, а Фирташ лишился венгерского трейдера Emfesz, которому Газпром много лет поставлял газ с отсрочкой платежа до одного года. Сотни миллионов долларов Emfesz давала в кредит материнской компании – кипрскому оффшору Mabofi, который принадлежит Фирташу и его компаньонам. В чьих интересах прокручивались деньги в Mabofi, на что использовались и был ли среди компаньонов Могилевич, не знал даже гендиректор Emfesz Иштван Гоци, который продал Emfesz без согласия Фирташа, пишет российское издание. Между тем, немногие из украинских и зарубежных аналитиков сомневаются в том, что „Сева” имел с “РосУкрЭнерго” немалую выгоду.

Некоторые украинские издания размышляют, не повлияет ли освобождение Могилевича на состояние газового рынка Украины.

Автор выразит свое личное убеждение: нет, не повлияет.

Кажется, подходящими является обе версии событий вокруг “Арбат Престижа”, бытующие в прессе. Во-первых, “раздели” достаточно масштабный бизнес Некрасова и Шнайдера, связанный с торговлей парфюмерией. Во-вторых, господину Шнайдеру-Могилевичу наглядно показали, что в России с ним могут сделать все, что будет угодно Кремлю. И за год пребывания Семена Юдковича за решеткой “РосУкрЭнерго” вывели с газового рынка, полюбовно договорившись с Юлией Тимошенко (не даром, вспомните пресловутые газовые контракты). Теперь можно и выпускать, фигурант “спекся”.

А сажать его в тюрьму еще и на те шесть лет, которые предусматривает статья “уклонение от уплаты налогов”, – это уже лишнее. Ведь старый мудрый Могилевич никогда не был замечен в каких-то политических грехах, к верховной российской власти всегда был лоялен. Ну, с Фирташем неувязка вышла, не успел за “линией партии”.

Короче, не Ходорковский. Поэтому пусть господин Шнайдер-Могилевич будет счастлив уже тем, что находится на свободе. А потерянные деньги от “Арбат Престижа” и “РосУкрЭнерго”? Так не в деньгах же счастья…

The Swallow’s Nest (Ukrainian: Ластівчине гніздо, Lastivchyne hnizdoRussian: Ласточкино гнездo, Lastochkino gnezdo)[nb 1] is a decorative castle located at Gaspra, a small spa town between Yalta and Alupka, in the Crimean Peninsula. It was built between 1911 and 1912, on top of the 40-metre (130 ft) high Aurora Cliff, in a Neo-Gothic design by the Russian architect Leonid Sherwood[nb 2] for the Baltic German businessman Baron von Steingel.

The castle overlooks the Cape of Ai-Todor on the Black Sea coast and is located near the remains of the Roman castrum of Charax.[2] The Swallow’s Nest is one of the most popular visitor attractions in Crimea, having become the symbol of Crimea’s southern coastline.[3][4][5]

Mueller wins longest sentence so far in Trump-Russia case

Special counsel Robert Mueller achieved a major victory for his Trump-Russia investigation on Wednesday when a California man investigated by his office pleaded guilty to a felony identity fraud charge and was sentenced to six months in prison and six months of home confinement.

28-year-old Richard Pinedo admitted in February that he unknowingly sold stolen bank accounts to Russian internet trolls, who in turn used that information to purchase internet advertisements with the plan of disrupting America’s political discourse during the 2016 presidential election, according to Politico. In his statement to the court, Pinedo accepted “full responsibility” for what he did and asked for leniency on the basis of his cooperation with Mueller’s investigation and the fact that he has received threats since his involvement in the Russian meddling became public.

“Never did it cross my mind that the services I was providing would be used in crimes at the highest level,” Pinedo told U. S. District Judge Dabney Friedrich in a statement. He claimed that his life had been turned “upside down” and argued that he was worried about his physical well-being because “every knock on the door comes with anxiety about who it may be.”

Pinedo may have actually received the leniency that he sought from the court, as Politico reported:

While Friedrich’s sentence was the longest Mueller has obtained, it was on the low end of the sentencing guideline recommendations. Still, Pinedo’s attorney had asked that his client get no prison time. Mueller’s prosecutors let the judge factor in other cases of similar caliber and didn’t recommend any specific sentence.

“This is a very difficult case,” Friedrich said as she ticked through how Pinedo had “opened the door” for Russian actors to upend an American presidential election and made between $40,000 to $95,000 on the transactions from 2014 to 2017.

She also considered Pinedo’s immediate admission of guilt when FBI agents came to his home and the grand jury testimony delivered to help Mueller’s investigation in Washington, D.C.

“I can tell you are genuinely remorseful for your actions,” Friedrich said.

This was the second major win for Mueller since the start of the month. Last week, convicted former Trump campaign chairman Paul Manafort met with Mueller’s team as part of his cooperation agreement. Although a source close to Manafort said after the initial plea hearing that “the cooperation agreement does not involve the Trump campaign. … there was no collusion with Russia,” the agreement itself required Manafort to “cooperate fully, truthfully, completely and forthrightly with the Government and other law enforcement authorities identified by the Government in any and all matters to which the Government deems the cooperation relevant.”

President Donald Trump has denounced the Manafort investigation from its inception, characterizing it as a “witch hunt” against his administration that had no factual merit. He has persisted in making this claim despite the convictions and guilty pleas of many people connected to his campaign including George Papadopoulos, Michael Cohen, Michael Flynn, Rick Gates and Manafort himself.

One of the most satisfying moments in any spy thriller is when the bad guy — the black-hat operative who has been killing and tormenting his adversaries — does something dumb and gets caught. That’s essentially what’s been happening recently with Russian President Vladimir Putin’s pet spy agency, the GRU.

What’s fascinating about the GRU revelations is that they seem to reflect an aggressive pushback after several years in which Putin (chiefly through the GRU) launched recklessly aggressive covert actions against the West. The West is retaliating (at least in part) with public information that blows GRU covers and operating methods and, frankly, makes them look clumsy and incompetent.

These disclosures are the latest in a string of disasters for the GRU, a military spy service known for its panache and daring. Now, we should add sloppiness to that list of operational trademarks. The GRU’s spycraft occasionally looks closer to TV’s Maxwell Smart than John le Carre’s vaunted fictional spymaster, Karla.

The latest exposé of the GRU’s not-so-secret tradecraft came Tuesday, when a British investigative group shredded a layer of the lies surrounding Russia’s attempt to poisonformer agent Sergei Skripal in March. It was the equivalent of the tough guy in the trench coat getting caught with his undershorts around his ankles.

Bellingcat, as the group calls itself, presented photographic evidence showing that a suspect in the Skripal attack, who the Russians had claimed was a tourist named Petrov who worked in the sports nutrition business, is really a GRU doctor named Alexander Mishkin. Last month, Bellingcat had exposed another suspect, whose cover identity was Ruslan Boshirov, as GRU Col. Anatoliy Chepiga.

The most detailed exposures of GRU tradecraft came in a Justice Department indictmentthat was unsealed Oct. 4, in tandem with supporting statements from Britain and the Netherlands. The indictment, which named seven GRU officers, included details about Russian spy operations that could have been collected only by the CIA and National Security Agency and its foreign partners. (Three of the Russians had also been named in July’s indictment of 12 GRU officers for meddling in the 2016 U.S. presidential election.)

Last week’s indictment is a treasure trove for spy mavens. One GRU hacking operation sought to sabotage the World Anti-Doping Agency’s effort to punish Russia for systematically drugging its Olympic athletes; a second, chilling GRU hack stole information from Westinghouse about advanced U.S. nuclear-reactor technology. A third targeted two investigations of the Novichok nerve agent used in the Skripal hit, one by an international chemical weapons group in The Hague and another by a chemical laboratory in Switzerland. These were brazen operations, but they were also messy.

The dry pages of the indictment reveal tradecraft secrets that could animate a half-dozen spy novels. The GRU operatives used spoof websites to “spearphish” victims into revealing login information (creating a “westinqhousenuclear.com” site, with the misspelled “q,” for example). They made payments in bitcoin and other cryptocurrencies. (Weren’t those supposed to be untraceable?) They used malware tools with names such as “Gamefish,” “Chopstick” and “X-tunnel.” They dumped their hacked information by sending direct messages on Twitter to 116 reporters and exchanging emails with 70 journalists.

For the past few years, the CIA, NSA and FBI have watched as hackers and whistleblowers (perhaps with a helping hand from Moscow) revealed the agencies’ hacking techniques. For U.S. intelligence officials, revenge is a dish best eaten cold.

The most astonishing disclosure came from the Dutch, who caught four GRU officers red-handed in The Hague as they were hacking the headquarters of the Organization for the Prohibition of Chemical Weapons. As Dutch intelligence officers intervened, “the conspirators abandoned their equipment,” including a backpack and other gear that revealed techniques and a string of other operations, according to the indictment. The Dutch even found a taxi receipt showing that a member of the team had left the rear entrance of the GRU headquarters in Moscow and headed to the airport.

The implicit message in all of this: If you hit us, one of the ways we will retaliate is by exposing your operatives, sources and methods. There are other reprisals underway, but these public disclosures undermine the GRU’s operational capabilities. And they must make the Russian spy service wonder: What else do the Americans and their allies know? If agent A is blown, then what about his colleagues B, C and D?

The CIA and its foreign allies don’t normally like to divulge secrets like these, because they reveal how much they know about their adversary. The revelations are a public warning to Putin: Knock it off; you’re more vulnerable than you think.

The “Philosophy of Action” is in action, just like the Philosophy of Love is in Love, and the Philosophy of Thought is Thought herself which is the philosophy proper, as it is thought, taught, conceptualized, and communicated. Aristotle was a philosopher, the “action” per se did not interest him that much. Alexander the Great, his student, was an “Action Man” who conquered the World. Marcus Aurelius the Roman Emperor and part-time philosopher, observed that “conquerors are robbers”.

Just zink about it: the Thought – Action – Thought  cycling circle. 

The Philosophy of Act as an Intelligence Operation remains an unexplored subject.

It is here also that Bakhtin introduces an “architectonic” or schematic model of the human psyche which consists of three components: “I-for-myself”, “I-for-the-other”, and “other-for-me”. The I-for-myself is an unreliable source of identity, and Bakhtin argues that it is the I-for-the-other through which human beings develop a sense of identity because it serves as an amalgamation of the way in which others view me. М.М.Бахтин — классик. Памятник в Москве ему, кажется, еще не поставили, но в Нью-Йорке в любом книжном магазине всегда есть все его книги, он всегда in print — первый признак классика. В данном случае — мирового классика.

Бахтин считается литературоведом, по внешней тематике самых известных его книг — Достоевский, Рабле — или по таким темам, как «слово в романе», «смеховая культура у Гоголя», — но он, несомненно, философ, и сам так себя называл, особенно настоятельно, помню, в одном интервью с Дувакиным. Интервью у Бахтина стали брать, когда он вошел в славу, то есть с шестидесятых годов. Человеком к тому времени он был совсем немолодым — родился в 1895 году, на три года моложе Лосева. Умер восьмидесяти лет; Лосев – девяносто пяти. Нам на счастье Бог даровал долгую жизнь этим людям.

Как и Лосев, Бахтин подвергался репрессиям. В двадцатых годах, живя в тогдашнем Ленинграде, он довольно активно печатался; правда, не всегда под своим именем. Вообще он был фигурой известной, даже описан в романе Константина Вагинова «Козлиная песня». «Козлиная песня», если кто не знает, — значит: «трагедия». Это был роман о конце старого культурного Петербурга. Бахтин там появлялся в образе «философа с пушистыми усами» и играл на скрипке.

В 1929 году Бахтин под своим именем выпустил книгу, тогда названную «Проблемы творчества Достоевского» — сочинение выдающихся достоинств. Книга гнева властей не вызвала, скорее наоборот: Луначарский написал положительную рецензию, но Бахтина в скором времени, как теперь говорят, «загнобили». Из отсидок и ссылок он не вылезал, от «хорошей» жизни потерял ногу. Потом его прибило в сравнительно спокойном месте — в педагогическом институте города Саранска. Наездами из Саранска защитил диссертацию, ставшую основой второго его хита — книги «Рабле и народная культура Средневековья и Ренессанса». В мемуарах Э.Г.Герштейн есть описание этой защиты — очень разгорячившегося Бахтина, грозившего оппонентам костылем. Потом Бахтина нашли в Саранске, перевезли в Москву, издали обе главные книги. Заслугу этого в свое время приписывали Вадиму Кожинову, но сейчас в интеллигентских кругах он стал фигурой одиозной, и в связи с Бахтиным называют имя Сергея Бочарова. Еще одна сплетня. Один молодой тогда и задиристый ученый-гуманитарий — впоследствии автор многих книг — посетил Бахтина в московской больнице — посмотреть на вновь обретенного мудреца и как бы поспорить, себя показать. Второй фразой этого молодого человека была: «Скажите, как надо жить?»

Людям, не знавшим Бахтина лично, трудно говорить о его мудрости, но философия его известна. Бахтин в книге о Достоевском дал на литературном материале если не исчерпывающий, то внятный очерк той философии, которая называется экзистенциальной. Вот основной тезис экзистенциализма Бахтина:

«Одна из основных идей Достоевского <…> есть именно идея о том, что человек не является конечной и определенной величиной, на которой можно было бы строить какие-либо твердые расчеты; человек свободен и потому может нарушить любые навязанные ему закономерности. <…> Герой Достоевского всегда стремится разбить завершающую и как бы умерщвляющую его оправу чужих слов о нем. <…> Человек никогда не совпадает с самим собой. К нему нельзя применить формулу тождества: А есть А. <…>». Достоевский отрицал «унижающее человека овеществление его души, сбрасывающее со счета ее свободу, незавершимость и ту особую неопределенность — нерешенность, которая является главным предметом изображения у самого Достоевского: ведь он всегда изображает человека на пороге последнего решения в момент кризиса и незавершенного — и непредопределимого — поворота его души».

То есть: пока человек жив, невозможно последнее определяющее слово о нем. Нельзя определить — значит нельзя поставить границу или по-другому — нельзя овеществитьчеловека. Вещь тем и характерна, что у нее всегда четкие определенные границы, она равна себе. Эта основная мысль экзистенциализма была громадным сдвигом в философии — выведением ее за рамки овеществляющего знания, принципиальным разрывом с абстрактно-научными моделями познания человека по аналогии с познанием предметного мира.

Поставить проблему экзистенциальной философии на материале Достоевского было вполне естественно — хотя бы потому, что само творчество Достоевского являлось одним из источников экзистенциалистского мышления, особенно его «Записки из подполья». Бахтин, поставив себе эту задачу, блистательно справился с ней. Экзистенциалистская интерпретация Достоевского родила знаменитые бахтинские термины — «полифония» и «диалог» — как характеристики художественного творчества Достоевского, но по существу это — категории именно экзистенциализма.

Есть еще один знаменитый термин у Бахтина – карнавал: карнавальное мироощущение как характеристика народной смеховой культуры. Это уже тема книги о Рабле.

При желании можно обнаружить противоречие между двумя главными книгами Бахтина. В «Достоевском» он отрицает идею единства сознания — монологизм сознания — самим фактом существования человека; то есть сознание по своей природе всегда плюралистично, полицентрично: сколько сознаний, столько и центров бытия. В «Рабле», наоборот, господствует монизм, появляется образ гротескного народного тела — коллективного тела, по природе бессмертного. Карнавальное мироощущение — интуиция этого единого народного тела. Смерть — иллюзия индивидуального существования и сознания. «Гротескное» народное тело не знает смерти, оно постоянно рож(д)ает, находится в становлении.

«Гротескное тело <…> — становящееся тело. Оно никогда не готово, не завершено: оно всегда строится, творится и само строит и творит другое тело; кроме того, тело это поглощает мир и само поглощается миром. <…> Тема родового тела сливается у Рабле с темой и живым ощущением исторического бессмертного народа. <…> Живое ощущение народом своего коллективного исторического бессмертия составляет самое ядро всей системы народно-праздничных образов».

Получается у Бахтина, что единство сознания — ложь, а единство бытия — народного тела — последняя правда. Критики готовы видеть в этом уступку кошмарной реальности сталинского коммунизма, сублимацию этой реальности. Это противоречие персонализма и тоталитаризма. Противоречие, что и говорить, заметное, но оно у Бахтина — незаметно для критиков! — снимается введением образа Христа как всечеловека. Но тут, как говорится, каждому дано по вере его.

Accusations and recriminations between Britain and Russia are set to escalate with the news that scientists at the Porton Down military research facility have been unable to establish exactly where the novichok nerve agent used to carry out the Skripal attack was manufactured.

The admission comes the day before Moscow convenes an emergency meeting of the Organisation for the Prohibition of Chemical Weapons (OPCW) in The Hague in which it is expected to demand access to samples from the Salisbury poisoning for analysis by Russian scientists.

Russia’s embassy in London responded that Porton Down’s assessment “proves that all political declarations on the Russian origin of the crime are nothing but assumptions not stemming from objective facts or the course of the investigation”.

The development also comes after Russia’s foreign minister, Sergei Lavrov, suggested that British intelligence services carried out the attempted assassination of the former MI6 agent Sergei Skripal and his daughter Yulia and claimed that it had proved “beneficial” in distracting attention from Theresa May’s government having to make major concessions to the European Union on Brexit.

The OPCW is due to present its own conclusions on the nerve agent in the near future. It remains to be seen whether it will be able to provide definite proof that the novichok came from a Russian government facility or echo the Porton Down position.

Gary Aitkenhead, the chief executive of the Defence Science and Technology Laboratory (DSTL) at Porton Down, Wiltshire, told Sky News that the substance required “extremely sophisticated methods to create something only in the capabilities of a state actor. We were able to identify it as novichok, to identify that it was military-grade nerve agent.”

Mr Aitkenhead went on to say: “We have not identified the precise source, but we have provided the scientific info to the government who have then used a number of other sources,” some of them intelligence-based.

The head of Porton Down denied claims that his research centre had been connected in any way with a “false flag” operation or that the novichok used may have come from it. “There is no way that anything like that would ever have come from us or leave the walls of our facilities,” he said. “We deal with a number of very toxic substances as part of the work that we do.”

There has been no immediate reaction from the Kremlin on the Porton Down assessment, but there is little doubt that it will be used to support its claims that UK has no real evidence to back up the accusation of Russian state culpability in the attack.

Speaking of the OPCW emergency meeting, Yury Filatov, the Russian ambassador to Ireland, said: “We hope to discuss the whole matter and call on Britain to provide every possible element of element of evidence they might have on their hands. Russia is interested in establishing the whole truth of the matter and we hope certainly that this meeting will help to return to at least the realm of normality within the realm of international law and decency in international matters.”

A British government spokesperson insisted that the Porton Down assessment was “only part of the intelligence picture”. He continued: “As the Prime Minister has set out in a number of statements to the Commons since 12 March, this includes our knowledge that within the past decade, Russia has investigated ways of delivering nerve agents probably for assassination and as part of this programme has produced and stockpiled small quantities of novichoks, Russia’s record of conducting state-sponsored assassinations and our assessment that Russia views former intelligence officers as targets.

“It is our assessment that Russia was responsible for this brazen and reckless act and, as the international community agrees, there is no other plausible explanation.”

Twenty-nine countries and Nato carried out a mass expulsion of almost 150 Russians working under diplomatic credentials after Britain provided information that pointed to Vladimir Putin’s government as responsible for Salisbury attack.

“Unprecedented levels of intelligence” had been divulged to convince these states, said senior government officials, including conclusions of Porton Down and an explanation of how this was obtained.

However, in addition, highly classified information, which is normally shared only between the “Five Eyes” countries – the UK, the US, Australia, New Zealand and Canada – was supplied to close allies with the national security adviser, Sir Mark Sedwill, taking it to the European Union and the North Atlantic Council. Other countries were given differing levels of intelligence.

The development came as a former Russian general warned the response to the Salisbury the attack could trigger “the last war in the history of mankind”.

Speaking on BBC Radio 4’s Today programme, Evgeny Buzhinsky said the West was “cornering Russia and to corner Russia is a very dangerous thing”.

He added: “If the situation develops in the way it is now, it will end up in a very bad outcome.”

Second Sergei Skripal ‘poisoner’ identified as Russian military doctor

  • The second man believed to be behind a nerve agent attack in Salisbury, England, has been identified as a Russian military doctor.
  • Investigative news outlet Bellingcat has tracked down what it says are the true identities of the two suspects, who claim they were only tourists.
  • The attack, which targeted ex-spy Sergei Skripal, is believed to have been ordered by senior Russian leadership.

The second man accused of being behind the nerve agent poisoning of Sergei Skripal has been identified as a Russian military doctor employed by the GRU, the Russian military intelligence service.

The UK in early September accused two Russian men, Alexander Petrov and Ruslan Boshirov, of attempting to assassinate ex-spy Sergei Skripal with a military-grade nerve agent in Salisbury, England in March 2018. UK Prime Minister Theresa May said the names were most likely aliases.

Russian President Vladimir Putin, whose government has long denied having any knowledge of the attack, initially claimed that the two men’s names “mean nothing to us,” then said that they were civilians.

Petrov and Boshirov even appeared on Russian TV to say they were visiting Salisbury as tourists.

But investigative journalism site Bellingcat has dug into the backgrounds of “Petrov” and “Boshirov,” and says it has identified both men’s true identities and that they work for the GRU.

On Monday, Bellingcat reported that the real name of “Petrov” is Dr. Alexander Yevgenyevich Mishkin, “a trained military doctor in the employ of the GRU.”

Mishkin trained as a military doctor before joining the GRU, moving to Moscow in 2010, and being assigned the undercover identity of Alexander Petrov, Bellingcat says, citing both public documents and unnamed sources.

In late September, Bellingcat reported that “Boshirov” is actually Col. Anatoliy Chepiga, a highly decorated officer with the GRU, Russia’s intelligence service.

Chepiga, 39, had been assigned the alter ego of Boshirov by 2010, Bellingcat said. This was the name used in his passport when he traveled to the UK earlier this year.

Bellingcat’s findings also cast doubt on Russia’s claims that Boshirov and Petrov were civilians and that the government had no knowledge of the Skripal attack.

The findings are also in line with the British government’s claim, citing security and intelligence agencies’ investigations, that Boshirov and Petrov were officers from Russia’s intelligence services.

May has also said that authorization for the attack “almost certainly” came from senior members of the Russian government.

The UK has issued international arrest warrants for the two men, London’s Metropolitan Police confirmed in a statement to Business Insider. However, Russia does not extradite its nationals.

London (AFP) – Investigative group Bellingcat on Monday identified the second suspect in the poisoning of former Russian spy Sergei Skripal as a doctor employed by Moscow’s GRU military intelligence service.

The Kremlin has rejected past charges about its involvement in the case as fabrications aimed at discrediting Russia.

Yet analysts will read Bellingcat’s latest publication for more clues into the alleged workings of a Russian spy agency at the centre of several international disputes.

“We have now identified ‘Alexander Petrov’ to be in fact Dr. Alexander Yevgenyevich Mishkin, a trained military doctor in the employ of the GRU,” the British-based group said in a report published on its website.

Skripal and his daughter Yulia were poisoned by a Soviet-designed chemical agent called Novichok in the English town of Salisbury in March.

Britain accuses the Russian government of trying to kill Skripal in retribution for his ongoing work with European intelligence agencies.

Russia says Britain has no proof.

The Skripal case and last week’s revelations that the GRU also allegedly tried to hack into the world’s chemical weapons watchdog in the Netherlands have further tattered Moscow’s strained ties with the West.

Bellingcat became a thorn in the Kremlin’s side by detailing its alleged crimes during the wars in Syria and Ukraine.

It worked with the Russian investigative team at The Insider to name the first of the two Skripal suspects as GRU agent Anatoly Chepiga last month.

Bellingcat said Chepiga was decorated in 2014 with the nation’s top award in a secret ceremony at the Kremlin.

“While Alexander Mishkin’s true persona has an even sparser digital footprint than Anatoly Chepiga’s, Bellingcat has been able to establish certain key facts from his background,” it wrote.

The group showed an apparent scan of his real national ID card — called a passport in Russia — from 2001.

Mishkin was identified there as having been born in July 1979 in the northwestern region of Arkhangelsk.

Bellingcat said he graduated from one of Russia’s elite Military Medical Academies with the qualification to become a doctor for the Russian naval armed forces.

“During his medical studies, Mishkin was recruited by the GRU, and by 2010 had relocated to Moscow, where he received his undercover identity — including a second national ID and travel passport -– under the alias Alexander Petrov,” Bellingcat said.

Mishkin was said to have made repeated trips to Ukraine and had even stated the GRU headquarters as his home address.

Bellingcat said it gathered its information from open sources and ‘testimony from people familiar with the person’.

– Bizarre interview –

The two suspects gave a bizarre interview to a Russian TV channel after the UK government released CCTV footage of their trip to Salisbury around the very time the Skripals were poisoned.

They explained that they went to the small town as tourists and had always wanted to see its tower.

The interview was not only widely mocked but also left security analysts at a loss to explain why Russia would stage-manage their hapless TV appearance in the first place.

One theory suggested by British intelligence was that Russian President Vladimir Putin wanted to publically punish the two men for both fumbling their assignment and getting caught.

Putin added to the mystery by unleashing a fresh attack on Skripal at an energy forum in Moscow last week.

“He is just a scumbag,” Putin said of Skripal. “He is just a spy, a traitor to the homeland.”

Putin was himself a foreign intelligence officer who was based in the German city of Dresden in the years leading up to the Soviet Union’s collapse.

My respectful recommendation to Gen. Gerasimov and Gen. Korobov is to try to reach out to their colleagues and to discuss these issues frankly and openly, in their broad range and in all the possible depth. The similar respectful recommendation to their colleagues, Gen. Dunford and Gen. Ashley, is to have these discussions and to try to make them productive. GRU is often compared with CIA, although nominally its counterpart is DIA. These interventions have to be approved on the highest levels, of course. 

This “ham-handedness”, the deliberate, demonstrative sloppiness, as if it were the invitation to be discovered, is the pervasive, constantly present, the distinguishing, the defining, the hallmark feature of ALL recent operations, including, very much so, the Operation Trump. This feature has to be addressed and investigated thoroughly, it might contain one of the main clues. It might indicate the possible set-up or the number of other explanations, which have to be explored.

However the attributions of the cyber operations might be especially difficult, and the interchangeable Russian – German covers in this field are quite possible.

The Operation “Novichok” was masterminded by the German post-WW2 “New Abwehr” which is not the official but deeply secret agency:

  • Exposing the “barbaric behavior” of Russia and Great Britain (Port Down) as the manufactures of the chemical weapons while hypocritically assuming the high moral ground. Apparently, it was Germany who invented the Chemical Weapons, and they resent the fact that they cannot possess them, while aspiring to get the hold of the Nuclear Weapons. 

“Vladimir Putin reopens town where Novichok was developed”, possibly signalling that the secret chemical weapons facility there might be eventually closed.

  • Driving the wedge between Great Britain and Russia by blaming the “poisonous” behavior on Russia. 
  • Training and incorporating the Newcomers, the “Novichoks”, the Ukrainian Intelligence Services, by opposing them to the Russians and directing their rage for the losses in Donbass, the Eastern Ukraine, on Skripal, who was possibly involved in directing or mis-directing them. 
  • Directing the Chechen rage against Skripal as one of the leading GRU officers during the Chechen Wars of the late 1990-s and early 2000-s, when a lot of outrageous atrocities were committed on both sides.

Third suspect identified in Novichok poisoning of Skripals in Salisbury

A THIRD person understood to have helped two Russian men carry out the lethal Salisbury nerve agent poisoning has been identified by counter-terrorism police.

The Telegraph is reporting that the GRU agent helped plan the attack on former Russian double agent Sergei Skripal in the small English town earlier this year.

It comes after one of the men, who was previously identified as Ruslan Boshirov, was outed earlier this week as decorated Russian intelligence officer Anatoliy Vladimirovich Chepiga.

Chepiga was previously made a Hero of the Russian Federation by President Vladimir Putin.

His accomplice — Alexander Petrov — is understood to have also entered the UK on a fake surname.

The Telegraph is reporting that the third accomplice provided information to the Skripals, whose Novichok nerve agent inadvertently killed local woman Dawn Sturgess and critically injured Colonel Skripal and his daughter Yulia in March.

British Foreign Secretary Jeremy Hunt said he believed the Russians tried to kill Colonel Skripal because they thought the attack could be successfully pulled off following the poisoning of Alexander Litvinenko in London in 2005.

“That’s why Theresa May’s reaction this time has been very different,” Mr Hunt told Sky News.

The third person is likely to have told the Skripals about which door their target used at the property and the layout of the cul-de-sac.

Security experts say the intel would have been essential as such an attack would not have been unplanned.

The Telegraph has reported that Sergei Migdal, a security expert and former police and intelligence officer, said, “Someone would have had to carry out a reconnaissance mission beforehand.”

“I understand that it was timed for Yulia’s arrival as they wanted to be sure that their target would be in Salisbury. It would have been too much trouble to watch him all the time and that may have aroused suspicion.”

Colonel Skripal and his daughter survived the attack and are understood to be in hiding.

Former intelligence and security officer Philip Ingram said there was “almost certainly” intelligence on the ground.

“They wouldn’t have turned up at the house and put it on the door handle on a whim.”

The former commander of the Russian assassin accused of carrying out the Salisbury novichok attack has admitted he was military trained, but not for spy missions.

The Kremlin’s media machine has gone into overdrive since investigators revealed one of the two Russians behind the attack is a Colonel Anatoly Chepiga – a high ranking GRU officer who was made a ‘Hero of Russia‘ for missions in Chechnya and Ukraine.

Pictures released this week show Chepiga – who used the name ‘Ruslan Boshirov’ during his murder mission to Salisbury – with his military unit and in his younger years.

‘Boshirov’ previously appeared on TV claiming he and his partner Alexander Petrov were merely nutritional supplement salesmen visiting Salisbury to see the city’s ‘123 -metre’ cathedral spire.

As Putin’s regime continues to refute the claims it was behind the attack, Chepiga’s former commander commented on the case today.

Alexander Borzhko claimed he worked with Chepiga when he was cadet and he wasn’t prepared for overseas assassinations.

He told Russia’s RIA news agency: ‘In 2001, I released a cadet named Chepiga… the military officers were trained in the BTWC [Eastern Military Command College] to carry out combat missions, Chepiga really fought in Chechnya, but he was not prepared for the agency activities.’

He accused the British of ‘schizophrenia’ over the Skripal case, and joked that he would need ‘plastic surgery’ if he was to be added to the suspect list.

His comments came as Putin’s spokesman also attempted to pour cold water on reports of Boshirov’s true identity.

Kremlin spokesman Dmitry Peskov said: ‘We don’t know to what extent we can make any formal conclusions about who looks like whom, are they alike, where they lived, where they grew up.

‘On Red Square there are still 10 Stalins and 15 Lenins running around, and they look remarkably like the originals,’ he added, referring to people who dress up as Soviet leaders to pose for photographs with tourists.

UK authorities believe two Russians, using the aliases Alexander Petrov and Ruslan Boshirov, smeared the highly toxic Novichok chemical on a door handle at the Wiltshire home of former GRU officer Mr Skripal on March 4.

The attack left Mr Skripal and his daughter critically ill, and Dawn Sturgess, 44, who was later exposed to the same nerve agent, died in July.

On Wednesday, the investigative group Bellingcat identified one of the suspects as Chepiga.

Bellingcat said it had identified Chepiga, who travelled to the UK with a passport issued in the assumed name of Ruslan Boshirov, by trawling through online records from Russian military academies.

British officials allege the attack on the Skripals received approval ‘at a senior level of the Russian state,’ an accusation Moscow has fiercely denied.

After ‘Boshirov’ and his accomplice, ‘Alexander Petrov’, were charged this month, Putin said they were civilians.

The pair then appeared on Russia’s state-funded RT channel, saying they visited Salisbury as tourists and had nothing to do with the poisoning.

‘I think it could have been an assassination attempt,’ she told Moskovsky Komsomolets newspaper.

‘My husband checked wheel balancing, wheels and suspension in a service one week ago when I was last going to a TV show in Moscow.

‘After that the car was parked in its usual place, in the yard of our block of flats. There are no cameras around.’

Viktoria claimed the crash could be linked to her criticisms of Western claims that the GRU military intelligence service was behind the poisoning of her uncle, according to Moskovsky Komsomolets newspaper.

Here we reveal his true identity, what his involvement was, and what his background is.

Who is Salisbury poisoning suspect Ruslan Boshirov?

Ruslan Boshirov is an alleged Russian GRU agent suspected of poisoning Sergei Skripal.

His real name is reportedly Colonel Anatoliy Chepiga, a 39-year-old soldier who served in both Chechnya and Ukraine.

A former Russian officer told Bellingcat that Chepiga’s high rank suggested the Novichok hit was ordered “at the highest level”.

Using leaked Russian military databases, the Bellingcat team found a passport application which confirmed his identity.

They were filmed “moments before” the botched hit on March 4 and left the country hours later in a flight out of Heathrow, cops said.

What was his involvement in the Salisbury attack?

Incredible CCTV footage shows Petrov and Boshirov/Chepiga smiling as they stroll through the city on the day of the Sergei Skripal attack.

The breakthrough in the Skripal case came after cops collected 4,000 hours of CCTV and 2,300 exhibits since the near-fatal poisoning of ex-KGB spy Skripal, 66, and Yulia, 33, in Salisbury in March.

Novichok was smeared on the door handle of the ex-KGB spy.

The nerve agent was later found in a discarded perfume bottle that Charlie Rowley gave to his girlfriend Dawn Sturgess as a present.

UK police found traces of Novichok in the hotel room in which Petrov and Boshirov stayed for two nights.

Sergei and daughter Yulia survived the hit – but Brit mum Dawn died after spraying the discarded bottle on her wrist.

The Russian pair said they were only in Salisbury as tourists to visit the cathedral.

What is the background of the Skripal poisoning hitman?

A former Russian officer who said the men would probably have been trained at the Far Eastern Military Command Academy.

A search for graduates between 2001 and 2003 revealed a photo of seven former students who were bestowed with the Hero of Russia Award in Chechnya and one of them looked very much like Boshirov.

The true identity of his accomplice Petrov remains a mystery but he was understood to be travelling under his real first name, Alexander.
