What is the meaning of hermeneutic circle? 
The hermeneutic circle (German: hermeneutischer Zirkel) describes the process of understanding a text hermeneutically. It refers to the idea that one’s understanding of the text as a whole is established by reference to the individual parts and one’s understanding of each individual part by reference to the whole.

M.N.: The so called Hermeneutic Circle is the endless cognitive loop of Analysis and Synthesis melded together in the inseparable whole. The Hermeneutic Analysis, based on the principles of the Hermeneutic Circle, is the method of the Qualitative Scientific Research, and as such is well suited for the studies in certain fields, and Criminology, and especially the Political Criminology, is one of them. 
The test for the various investigative methods is their practical utility: as the source of the conceptual understanding (seeing the “big picture”), constructions of hypotheses, generation of leads and ideas, and ultimately, as the aid in investigations, which can be quantitatively measured. 
Demiurge (apparently in “gnostic models”, attempts at achieving the rational knowledge) was described and depicted as the snake biting its own tale (thus forming the Hermeneutic Circle of Knowledge), as “being corrupted” and devouring his own children: the rational knowledge is self-destructive and dead, the old claim is.

I do not know, and am not in position to judge if it is so or not. The only thing I want is the good and reliable scientific method that works, and in the nitty-gritty real and practical investigations (in general, be it medicine, psychiatry, or criminology), and the hermeneutics are well suited for the complex and mostly qualitative studies, as opposed to the quantitative ones.

Hermeneutics as the methodology of interpretation is concerned with problems that arise when dealing with meaningful human actions and the products of such actions, most importantly texts. As a methodological discipline, it offers a toolbox for efficiently treating problems of the interpretation of human actions, texts and other meaningful material. Hermeneutics looks back at a long tradition as the set of problems it addresses have been prevalent in human life, and have repeatedly and consistently called for consideration: interpretation is a ubiquitous activity, unfolding whenever humans aspire to grasp whatever interpretanda they deem significant. Due to its long history, it is only natural that both its problems, and the tools designed to help solve them, have shifted considerably over time, along with the discipline of hermeneutics itself. The article focuses on the main problem areas and presents some proposals that have been put forward for tackling them effectively.

1. Introduction

There has been a highly developed practice of interpretation in Greek antiquity, aiming at diverse interpretanda like oracles, dreams, myths, philosophical and poetical works, but also laws and contracts. The beginning of ancient hermeneutics as a more systematic activity goes back to the exegesis of the Homeric epics. The most remarkable characteristic of ancient exegesis was allegorisis (allegoría, from alla agoreuein, i.e., saying something different). This was a method of nonliteral interpretation of the authoritative texts which contained claims and statements that seemed theologically and morally inappropriate or false (Tate 1934). Such exegetical attempts were aiming at a deeper sense, hidden under the surface—hypónoia, i.e., underlying meaning. Allegorisis was practiced widely from the sixth century BCE to the Stoic and Neoplatonistic schools and even later (Scholz 2016: 18ff). In the Middle Ages the most remarkable characteristic of the interpretative praxis was the so-called accessus ad auctores; this was a standardized introduction that preceded the editions and commentaries of (classical) authors. There were many versions of theaccessus, but one of the more widely used was the following typology of seven questions (Detel 2011: 84f.):

  1. Who (is the author) (quis/persona)?
  2. What (is the subject matter of the text) (quid/materia)?
  3. Why (was the text written) (cur/causa)?
  4. How (was the text composed) (quomodo/modus)?
  5. When (was the text written or published) (quando/tempus)?
  6. Where (was the text written or published) (ubi/loco)?
  7. By which means (was the text written or published) (quibus faculatibus/facultas)?

FBI Director Christopher Wray and Attorney General Jeff Sessions are sitting squarely in the crosshairs of history.

They must rise to the call of duty and clean up the corruption we are seeing unfold at the FBI or they must tender their resignations and be replaced by real leaders who will do what is necessary to restore public trust in our unraveling justice system.

A powerful government agency that — like the IRS under former President Barack Obama’s watch — was unmistakably weapon­ized to target political opponents.

The recent shocking revelations that underhanded FBI officials misled the FISA court to get a warrant to spy on Carter Page, an unpaid, low-level volunteer, as a bridge to spy on the Trump campaign and transition team is beyond alarming; it’s flat-out corrupt — police-state tactics seen, ironically, in places like Russia.

You know, that nation Democrats belatedly came to see as the evil empire ever since Donald Trump became president.

Yesterday Trump tweeted, “Congratulations to Judicial Watch and Tom Fitton on being successful in getting the Carter Page FISA documents. As usual they are ridiculously heavily redacted but confirm with little doubt that the Department of ‘Justice’ and FBI misled the courts. Witch Hunt Rigged, A Scam!”

Here are the facts. The feds had Carter Page and his contacts with Russians on their radar for years prior to the 2016 election. If there was any criminal wrongdoing on his part, why isn’t he in custody by now?

Because he didn’t commit any crimes. Page was simply a ruse used by the unscrupulous “Deep State” to derail the current administration at any cost.

Voters know that Americans are allowed to communicate with Russians, do business with Russians and visit Russia. Scores of Americans have done just that, including the Clintons, who raked in millions from Kremlin-backed entities. Again, if hapless Carter Page has broken any laws why is he a free man?

It’s become increasingly evident former FBI Director James Comey worked with the DNC, the Clinton cabal, former CIA Director John Brennan and other Trump-hating officials to attack Trump. They abused their power and should be subject to a special counsel investigation — not the other way around.

It’s time for Wray and Sessions to act, or they’ll be remembered as those who contributed to the unraveling of our justice system by standing on the sidelines.

Our media’s valiant efforts to distract us notwithstanding, information continues to seep out that underscores how badly a housecleaning is needed in Washington, D.C.

Last week saw the release of the applications used to obtain warrants from the FISA court to spy on Carter Page, an adviser to the Trump presidential campaign. Obtained by Judicial Watch, the 400-plus pages of (heavily redacted) documents support the conclusions earlier drawn by the House Intelligence Committee (and denounced by Democrats as hysteria): the FISA warrants were obtained through obfuscation and deceit.

As various commentators predicted would be proven, the bulk of the information that formed the basis for the FISA warrant applications was the “dossier” of allegations about Donald Trump’s activities in Russia. This dossier was provided to the FBI by British spy Christopher Steele. Steele was hired during the 2016 presidential campaign by opposition research firm Fusion GPS, who was paid by Hillary Clinton’s law firm Perkins Coie, who was paid by the Clinton campaign and the DNC. The allegations were scandalous and completely unverified, in violation of federal statutes and FISA court rules.

In other words, the FBI used oppo research paid for by the Democrats as justification for government spying on a political opponent and other Americans.

But there’s more. In another incredible coincidence, Fusion GPS had hired scholar and professor Nellie Ohr as a “paid Russian expert.” Nellie Ohr happens to be married to Bruce Ohr, deputy attorney general in the Justice Department. Bruce Ohr is alleged to have passed his wife’s anti-Trump research to the FBI. He was demoted for failing to disclose not only his wife’s employment with Fusion GPS, but also his own meetings with Fusion GPS founder Glenn Simpson.

The FISA court was never told any of that. They were never supposed to know. None of us was ever supposed to know.

When thousands of DNC emails were leaked to the public through Julian Assange’s organization WikiLeaks, we learned that Hillary Clinton had abused the primary process, nearly bankrupted the DNC and effectively stole the nomination from Bernie Sanders. We also learned the press played favorites with Clinton, getting her approval before running stories and forwarding debate questions to Clinton in advance. (The official line is Russians hacked the DNC computers and gave the emails to WikiLeaks. Assange and former U.S. and U.K. intelligence officials vehemently deny this, and maintain it was an inside “leak,” not a hack. The DNC refused to turn over their servers to the FBI for inspection.)

And then there is Hillary Clinton’s misuse of a personal email server to handle classified State Department information. We now know that then-FBI director James Comey decided not to prosecute Clinton before the investigation was even concluded. We also know that FBI attorney Peter Strzok rewrote Comey’s initial report to change Comey’s description of Clinton’s conduct from “grossly negligent” — which was a violation of the applicable federal statute — to “extremely careless.”

This is the same Peter Strzok who expressed his loathing for Donald Trump in many of the tens of thousands of texts he exchanged with his lover and fellow FBI attorney Lisa Page. Strzok infamously assured Page that they had an “insurance policy” and that they “would stop” Trump from becoming president. At a congressional hearing two weeks ago, Strzok arrogantly insisted that his bias did not affect his job performance.

He must think we’re all idiots.

But then, we were never supposed to know any of this.

Hillary Clinton was supposed to win. No one would know the FBI “investigation” into her violations of federal statutes was a foregone conclusion that would exonerate her. No one would know that members of the FBI and the DOJ were using their government powers to attack and discredit the man who wasn’t “supposed” to win, but did.

Trump’s unorthodox presidency has been a great gift. It has exposed the corruption in our government, and the betrayal of the American public by so much of the press.

VALPARAISO — A 22-year-old Valparaiso man is charged with possessing child pornography after turning himself in. His phone locked up with a warning purporting to be from the FBI after he attempted to download a pornographic video, police said.

Joseph Hanvey, of the 2000 block of Calumet Avenue, told police that as he attempted to download the pornographic video involving a child or children at 2 a.m. Wednesday, a message came on his phone stating the video and phone were monitored by the FBI, police said.

Hanvey said his phone then shut down and he was unable to turn it back on. He said he drove around the city for the next two hours looking for a police officer to talk to before showing up at the station.

He admitted to viewing several images of child pornography and saved several to his phone, police said.

Police said they recognized the “FBI” disclaimer as a common computer virus rather than an official notice from the FBI. The virus typically causes an electronic device to lock up until the user makes some sort of payment via a gift or credit card, police said.

Police said they recovered several images of child pornography from Hanvey’s phone.

Hanvey is charged with a single felony charge of possessing child pornography.
